I ask few GF in game, they said terror is good only for pvp.
That's not true, actually it's not good for PVP at all. Everyone had this theory before because it's supposed to root your opponent but this effect is not working properly or is not supposed to have that much of an impact. In PVP you need to have Feytouched.
Terror debuffs mitigation of everyone hit by your powers for 4% with just 1 hit. It's perfect if you're not really going to be dishing out a lot of hits which is where tanks usually find themselves.
Plaguefire is roughly a 3% dps boost for the party at perfect or higher per stack and terror is a 4% boost in total (in pve, which is where you are posting this). This makes plaguefire better for any class that can maintain stacks but terror better for classes that can't. Here is some old stuff regarding PF stacks: http://knightsofnever.guildlaunch.com/forums/viewtopic.php?t=10724422&p=37386569&gid=427468#37386569 There is nothing on terror there, but just trust me on it.
Plus, again this falls on how you want to manage your stacks in case you decide to go with twisted. P.Fire = More Power.

There's a very good discussion about this on the forum : http://www.arcgames.com/en/forums/neverwinter#/discussion/1208707/plague-fire-vs-terror/p1 Plus, again this falls on how you want to manage your stacks in case you decide to go with twisted. P.Fire = More Power.
