Rank 5 are pretty easily obtainable as drops or from the Seals of the Adventurer vendor. You can obtain rank 7 (which is sufficient for most PVE content) from the Tarmalune Trade Bar vendor. At the most, rank 8 will suffice if you're pushing for 2.5k item level to be able to participate in Epic Demogorgon (which at this point in the game, not a whole of players will have reached that level without some serious spending).

The EE weapon is a decent choice. However, most people go for the Twisted weapons from the Underdark campaign (unless they're lucky enough to get an Elemental Artifact Weapon Choice pack which has a main/off hand that starts at epic quality and are stronger than the weapon you get from EE.)
Also, on enchants, two factors in the expense of higher enchants is (1) the success rate is low enough that you'll have to invest in pres wards and/or coal wards and (2) rank 7 onward requires an enchantment of the same rank as a reagent. At this stage in the game's lifetime, greater marks of potency don't exactly grow on trees....

I have plenty of the greater marks. In fact one of my inventory bags, 24 slots I believe, if filled with those. I got a mark today that is gold in color and states used for refining to legendary. How much would that sell in the broker, I imagine a pretty penny.

That would be a Superior Mark of Potency, which if I recall is only used in making rank 11 and 12 enchantments.
