Oath Strike (was it working as intended?)

Hi Guys,

Anyone has experience on testing out Oath Strike for Oath of Protection?
I read some comments in forums stating it should be working as intended but...

Does it work on bosses?

I tried it on CN lately it seems fail to get much of attention from bosses.
Even normal mobs like zombie still happily moving towards the sphere in CN while i'm there Oath Striking it.... it does has similar tool tip as Binding Oath which kinda worries me .

Oath Strike
(Melee, 5' Cylinder) You strike your foe with a quick flurry of blows. The final strike of this power changes based on your Oath.
Oath of Protection: Forces the target to attack you for 3 seconds. Players deal 75% less damage to other targets for 3 seconds.
Additional Ranks: Damage +15%

Pally aggro has been broken for a long time, there have been mentions that they are going to fix it with next class balance, (fingers crossed) arpen to 60% helps but oath strike has never seemed to do what the tooltip describes.

good, so i am not imagining things, had the feeling it does not work.
