Soulforged doesn't always proc Lathander's Rebirth

Lesser Soulforged enchantment doesn't seem to consistently proc the heal from the Lathander set. This happened with both the L60 and the L70 versions of the artifacts. Seemed to fail more with the L60. Better with the L70, but still not consistent.
