Bound on Account not stacking

Right now, I have two Lesser Marks of Potency and they are not stacking. Both look exactly the same, are bound to account so should stack.

My only thought is that I just came off of account probation for purchase of zen with Steam, the new Mark came from I believe a celestial bag after probation was ended. I'm not sure the origin of the other mark. So maybe it was received while under probation and is being treated differently?

This sort of bug appears all over. I can remember buying 2 partial stacks of pres wards off the AH and finding they wouldn't stack. The reason became apparent when one of the events ticked by, and I got more unbound pres wards that wouldn't stack with others. I suspect they hold items with a key "item number" on their database, and somebody added these with a new number, rather than using the old one.
