Oppresive Darkness/Weapon Damage % items, are they worth it?

I've seen this in plenty of skills, items and enchantments that do XX% of Weapon Damage as XXXXX type of damage.. is this kind of items really worth it?
I mean.. i've tested this type of boosts with Oppresive Darkness, a TR power..
Idk exactly what % of weapon damage it does.. but Weapons have a very low damage compared to the overall damage i do with my skills.

I was testing it and doing 50k crits on the training dummys.. and the bonus damage from the Oppresive Darkness power was.. 360.. Considering my main weapon damage is around 600ish something.. (yes.. im not lv70) and comparing a 50k crit.. to a 360 extra damage.. why would someone pick this talent? or any type of Proc type Enchantment with such a low bonus in damage (since its all based on weapon damage)?

Any explanation or is this a known fact and nobody actually uses this type of enchantments?

You want to use rapid attacks with this type of proc.

Not slow high spike attacks

Its more a pvp class feature, where 10 little hit of 700 ( that s the damage at lv 70) can make the difference. Hardly overpowered but someone may like it.

Weapon enchantments based on weapon damage are pretty much always trash
