A Teoric Build: Oathbound Paladin, Oath of Protection full Bulwark

Introduction

Hello, I've been playing neverwinter since middle mod 5, my previous choice of class was guardian fighter protector build, cause i want it to be a tank. whoever after a long time not playing neverwinter after i returned, i find myself in a oddly place where a tank guardian fighter cannot compete agaisnt s tank oathbound paladin (IMOP). So i decide to get a fresh start and build a OP, protection full bulwark i want him to be most focus on pvp but since need to level up and gear him to have a decent performance in pve as well.

Race I chose human for the +2 stats in everywhere also versatile defense and also for the looks (yes i do care about my toon appearance). An other choice (IMOP), would be halfling if i didn't dislike their appearance so much whoever the bonus to cc resist and deflection chance make then very appealing.

For the ability score as human put the +2 stats on constitution and max to 20, 13 of charisma and 13 of wisdom, and as i level up put one in con and other in char, i chose char over wis mostly because the bonus the charisma give is better for a tank build.

gear:

Since there´s no set bonus on the pvp burning equipment, there's no reason why you shouldn't mix it and go 2 for 2 on the gladiator and medic sets for the bonus of deflection and recovery.

Rings:
Go for Grimm or profound if you can afford it, until you able the get the pvp ring set. (personalize rings are ok to but they maybe very cost.

neck and belt:
Tiamat's set mostly for the stats. also gives +2 in char and wis.

main hand and off hand:
Elemental sword and shield. While you're leveling up i would go for ensorcelled mulhorand shield and mace (mace only if you can afford) their stats is better then the dragon bone armor set. if you cant afford or dont want to use it go for the battlescared itens they usually have better stats then normal plus give you tenacity wich will aovind the one hit kill by rogues on the early pvp matchs.

Another artifacts:

Sigil of cleric: Now days in pvp everyone got one and you should to fill your daily meter and giver a few seconds of full immunity as a tank on pvp you gonna be zerged a lot, so you should have it.

Sigil of GWF: only for the stats. (gives you a lot of armor pen).

Crush skull haven, Waters (why not)...

Enchantments:
Offensive: Radiant and Dark enchantments.
Defensive: Cruel enchantments (gives you defense and deflection) and radiant for more HP.
Ultilitary: dark for more speed, but if you try to get you pvp set fast i would put the highest hank of cruel that you have on utility slot for bonus of received glory.

Enhancements:
Armor: Negation: more survivability.
weapon: Holy avenger for the party buffs, plague fire also a option.
Ultilitary: Great red dragon glyph for the armor pen + purify black ice glyph.

Rotation:

At will 1: Radiant strike
At will 2: Shielding strike
Encounters:
Q: Templar's wrath
R: Absolution
E: Divine touch

Passives: Aura of truth + aura of damage or aura of protection + aura of wrath.

Feats:

Heroic Feats:

T1:
Divine Action 5/5: you're gonna be pop up divine call the most of you because the buff on your damage resist, so why not getting action points from it.
Weapon mastery 0/3: This is a tank build +3% of critic wont make difference if you not a dps.
Toughness 3/3: Increased your max hit point yes please.
T2
Lights shield 5/5: damage resist increased you're a tank remember that.
Exemplar's haste: 2/3: i wish i have one more point to spend on this.
Wrathful strike 3/3: 6% damage on your at will combine with is a decent pick (IMOP).
T3
None
T4
Stead fast 5/5: more hit points. :)

Paragon feats
Bulwark (I'll go full bulwark).

Holy Resurgence 5/5: especialy in pvp you gonna use sactuary a lot to avoid get perma stun by HR trappers and Tr's.
Unflinching Resolve: 5/5: more control resist helps not getting choke to death when you're face CW and SW.
Stand Fast 5/5: this kind remind me agile defense from the protector feats of gf.
Sanctify: 5/5 it buff's you deflect defense and regen.
Marty blood 5/5: enemy's deal 10% less damage to you combine it with the passive habilitys aura of protection and aura of wrath.
Exemplar's of the light: you daily powers create a shield the absorbs 1500% of you weapon damage. Anti-zerg rotation: pop you daily creating a shield, before the shield ends pop the sigil of clerics and before the seconds of immunity finishs pop you daily again kind like azrael gf ati-zerg protector build.
Vigilance 5/5 more shield :).
Avenger presence 5/5 it helps stack vigilance by lowing yours cool down.

Conclusion

This is my paladin to be, first i need to farm a little bit to get what i want for him. I apologize in advance for the grammatical mistakes the i may or may not committed English it's not my main language. If you feel like please give me your opinion no matter if is negative all i asked as to you to be respectful though.

    Exemplar's Light doesn't work how you describe it; it gives a HP shield that is eaten by damage, enemies doing a lot of damage will eat it very quickly. That said it is a must take from the Bulwark tree.

    I have become very disaffected with Vigilance now that the shielding it provides is obvious; it can be removed in a single hit and you need 5 Encounters to come off cooldown before you can benefit from it.

    Also you seem to have missed the benefits of a feat from the Heroic tier 3:
    Impassioned Pleas: For Protection OPs Divine Call regenerates slowly, it also clears if you happen to be dropped by a big attack. As its a tool for AP gain (see Divine Action) as well as providing defence buffs (see Vigilance and Holy Barrier) getting it back faster is important. This is the most reliable way of doing that without depending on you taking damage (Head Unbowed).

    I haven't found much benefit from Light's Shield in PvE, you could leave 1 point in that and cap Exemplar's Haste and Impassioned Pleas.

    The truth is that we have more than enough defence that the points in Light's Shield are not needed.

    GF is still a great PVP/PVE tank with tactican build avelance + the healing dailie combo.
