"Failed to sell item to broker"

I'm trying to sell a world enhancement and it won't let me. It just keeps saying failed.

Is this supposed to happen?

    Can you please make sure that the tier of the world enchantment you are trying to sell and the world enchantment you have match? Could you provide the names and tiers of the world enchantments you are attempting to sell? Thank you for your help.
