I am trying to figure out if Soulsteal is a base attribute each character has or it is enabled by a skill or ability.
If it is a base stat- then any character can benefit from the stat on creature kill. Or if not- you will need to have an ability or spell to gain access to the stat.
Can we get some clarity on this?

I have no idea whether or not it is useful to use certain equipment.
I was also confused by the wording - it says the effectiveness of soulsteal is increased but I've yet to see any "soulsteal" ability - I have assumed it GIVES you soulsteal?

Soulsteal is a stat
everything that is on gear:
Resistences
Potency (healing, max healing, soulsteal).
There is a standard for each class tought, not sure about values. But i'm pretty sure they all have 0 OR100 soulsteal potency (almost unseem if they have).
Everyone has that stat but its at 0 except for Necromancer. You can however push that with items. FOr decent Results you need 500+ however. Then it grants pretty decent healing on kills.
