If the waypoints for plane walking are disabled, should I just start a new character?

I posted a ticket for my character being stuck in an artifact reliquary with no portal out. I was transported to sanctuary but my waypoints for Tazeem and Sanctuary are still not active. I cannot complete daily quests or sell on this character. I was told to post on forum for help when I submitted my ticket.

Has anyone else had their waypoints to a plane they completed shut off?

Try talking to Ral Zarek in Sanctum. I think he can send you where you need to go.
