As far as worrying about the timing goes, if you summon the pet and pull up the pet interface you can left click on the buffs and manually use them whenever you have a break so you aren't sitting around waiting for them to run down. Saves a lot of time. Also pay attention to the advice on which buffs to use on which pets…

Are you asking how to get them in the world chat announcement? If so, from what I can tell it's basically every first set of flowers in about an hour that breaks the last limit in the amounts that can be sent in a chunk. The first single rose, then the first 3, etc will trigger the message to be an announcement.

I have a blue shark with 50k+ Wind and Fire Mastery @ lvl 78. He's hitting the hobgoblins in Free Isles with Boneshredding Wind II for just over 22k on a normal hit, I saw him critting on black goblins for over 40k 5 levels back.
