0 Sec CD VoF

So...I've mulled this over in the past...and find myself mulling over it again.

A Wind Bard that has stats in pure (or almost pure) Wind ends up with a 28sec CD on Voice of Freedom. If they get 1 VoF rune it says it cuts the cooldown from 60sec (it's 60sec before passive stats take effect) to 30sec. If you get the Adv. VoF rune, it cuts it another 10sec.

If you had both runes, wouldn't that make VoF a 1sec cast with 0sec CD?

I've speculated on the matter before, but I'd be rather curious if it were possible...and if so what that would mean for party anti-CC.

    wind bard with that rune in 6vs6 = everyone immune to cc permanently xD

    vof is a lvl 5+ 5 star rune

    and you can do this on a water bard.. although water bards already **** on ice mages with other runes already
    just waiting for someone to make true chant of revival rune (although i dont believe this is possible yet)
