If u mean where can you use your mount then short answer is that not much.
Fissures, GT, CV/IP and maybe there are more too, i dont remember all.

Yes, licence will be bound right after you open it, and timer start countdown.

you can join those instances with lvl2 licenses. the only difference between a lvl2 license and a lvl3 license is that you can use a lvl3 license in immortal rift.

Which is sad since you can get a temp. Lvl3 license IN Rift for 5sg
Part of the fun of playing the game is wading through 98% of the idiots and trolls to find the 2% who you enjoy playing with.

i never had a level 2 or 3 combat licence.
The 4 faith shard at npc next to ferrie licence is good enough for me :) and thats the only one i ever bought for my chars. But then again, I NEVER do instances unless its Arena.

You can get a lvl2 license virtually free. It only "costs" 5000 mentor points and lasts for a month. I'm sitting at over 50k mentor points just from botting which is more than I know what to do with (I don't mentor so i can't get the rewards that require mentor rank :D).

Why would you give any helpful advice to that? Sits afk with boyfriend, doesn't accept invites. Waste of space bandwidth.

You didn't even have to do that, guess your boyfriend is pretty useless too.
