Is the Mystic Disciple / Riddle guy bugged?

I've been circling 20+ of his standard spots, all across the southern and middle western parts of Kalaires Plains for several hours. I even had someone helping me. We tried multiple realms, looking all over. Now both of us have experience finding this guy in the past. Yet for hours we could not find a trace of this guy. Does anyone know the the Mystic Disciple / Riddle guy is bugged and not showing at them moment?

    I've seen him twice in the last two weeks on my lv50ish alt. Can't remember when I saw him on my main last, gave up trying to look for him, again. -.- I doubt level is related but sure is an annoying coincidence.. lol
