No you couldn't. I tried with a not-level 40 character (and without a vehicle), and I didn't get to the 2nd ring before the race said "Failed". The "race" is just a conspiracy/spin-campaign. I'd just be happy with the game launching. All I get is a big gray window instead of the launcher, with "Champions Online" at the top, indicating that it is supposed to be the launcher.
