Elec/Force build, but I could use some advice

Heya folks, I'm very new to Champions Online, but with doing research and what not, I've made up this build. I could still use help figuring out if it's decent or not. I want to point out I RP, so some powers are there for flavor (like protection field).

Level 8: Lightning Arc -- Rank 2, Never Strikes Twice?
Level 11: Personal Force Field -- Rank 2
Level 14: Field Surge
Level 17: Electrocute -- Rank 2, Superconductor
Level 20: Electric Form -- Rank 2, Rank 3
Level 23: Force Shield -- Force Sheath, Rank 2
Level 26: Gigabolt -- Rank 2, Death Arc

At level 32, I know I wanna grab a heal, but with no presence, I figured Bountiful Chi would be the best bet. I also don't know what to get for levels 35 and 38. Any advice would be GREATLY appreaciated, thank you!

    The NST advantage for arc has been nerfed hard on the test server. Instead of +100% damage it is now +30% damage. Since rank 3 is +20% damage you should always take that now.

    what stats are the best ones for this build?
    stack Ego Endurance from talents and what should I look for in gear?
