From what i can tell all the nerfs to powers are becuase of pvp, either being to powerful or what not.
But in nerfing the powers for pvp reasons the pve game is suffering, so what i suggest is that powers have two different stats, one for pve and one for pvp.
like my power guantlet could do 1000 in pve but only 500 in pvp, and teleport could have a cool down or cast time in pvp but stay like it in pve.
This is a good idea in general, but the dev team has specifically stated that the big nerfs were due to some powers making PvE content way too easy (which it was). They definitely need to continue to balance things in PvE as well, but if some abilities cannot be balanced for both PvE and PvP then they should be split up.
