Can anyone tell me what chest piece and tattoo these are, and where to get them, please?

    The chest piece is the Dragon Armor Chest

    Dragon Chest is a random drop from the Hi-Pan Fury of the Dragon alert that comes up every couple of weeks. Check the AH too. Found mine pretty cheap on there.
