It would involve adding a new skin tab. Separate from tights
I'm pretty sure stacking diffuse textures over diffuse textures is not possible with CO models, not without completely redoing all of them. They can take only a diffuse map (which is an actual skin/tight pattern), then a normalmap (which is all sculpted details), then specular map (which is a material type).
Skins and tights are both diffuse maps going into the same model slot, they differ only in being linked to different tabs of user interface in regard to which color palette is enabled.
The same applies to half-masks as well. They're one texture for both mask and skin parts.
Emblems are a different thing, they're just a very thin models overlaid over other models. And they can't even have normalmaps.
Add tank tops and t-shirts to that list and I'm in!
THAT TOO!
I kind wish we hand a Secondary Chest Wear category so the character could wear Tank Tops and T-shirts

Those skins are suggesting a very short fur, like a 1 mm long hair.
For an example, it looks hella weird (or just naughty) on a female characters using them with short skirts or open vests.

Probably the best one (and the only really possible) solution.
The only question would be, which one of the four color channels on animal skins should be sacrificed to color the underwear.
less chance of deliberate nudity

There is already deliberate nudity with the animal skins.
