I tried to leverage some specializations to let the momentary hold/sleep effects provide bonus to a team. Sort of an all in one solution, where if i'm solo I can hold but if there's other people I'm helping heal and boost damage a bit.
Here's the build, criticism is welcome. I know I made some glaringly bad choice, I just don't know what yet. I'm mired in the 8-10 range until I can find a build/concept/theme I like.

I'd drop Dex SS for Con SS, so the setup is not as low-health. Ya can also swap 2/2 Tactician for 2/3 Enlightened and still get 20% better return from any small amount of Dex you gear on the side.
I'd prob also de-rank the shield and CoPD a bit so ya have ranks for the better attacks like Mental Storm, and for ur heal (Arcane Vit). I'd prob also exchange Vala's Light for Conviction w/ Reverence, since ya already have a casted heal, and Conviction can provide a better up-front self-heal cd that has a splash component. I'd also trade Warlock's Malice for R3 on Skarn's Bane, since ur already rooting w/ Hex + the blast, and Skarn's is good AoE dps.
Lastly, I'd def add Molec Self-Assembly as ur energy unlock here.
Rest of the build should prob have at least one active defense, or possibly palliate/absolve if you want a threat drop + heal. Could also add an active offense if there's room.

I don't know a good wiki atm and I do this editing from work so I don't quite know the difference in the various heals. I can understand why you'd drop advantages from the shield, why wouldn't I trait Conviction to rank 2 and make that heal/buff just a little better? Then there's Palliate vs Arcane Vitality vs Conviction.
I'm going to read the powers when I get home, I feel as though I'm talking about things that will become obvious once I have that information.
I didn't say to not get Conviction to R2, but yeah get it to R2 at least. Getting R3 vs. Reverence is up to you- more self-healing vs. a bit of a splash heal for others. I only suggested Reverence cause its replacing Vala's Light, which is a charged AoE heal (which is pretty redundant if ur using Arcane Vit already). I'd also get Mental Storm to R3 since its one of ur best added dps powers here.
Also, ya dun need to rank up most toggles, so Manip can stay at R1. Ya can still get R2 of CoPD or the shield if ya want- they just aren't as big priorities for a non-tank build.

Thanks for the insight. I'll revise my build. Hopefully some playing time will help it all make sense. Manipulator seems great once I get to some holds, unless Eldritch Blast is meant to amp it's power. Which I'll know here in about ten minutes.
..I did three rounds with some nightmarish beast in the Until missions last night and getting my **** handed to me taught me a couple valuable lessons.

That.. that is not inspiring..
I had such a hard time with the light puzzle, that at first I thought it was because I was tired. I've come to the conclusion it's bugged but hey, it happens. But after 10 minutes of the second puzzle and being so far in I just wanted to finish I gave the damn thing 20 minutes more of my life than I wanted. Though I've come to the conclusion that perhaps a self-heal is more important in my build than Molecular and i could be looking at a partial respec just to fix that minor hitch.
Though it's good to know I'm not alone in the fight and that the game has a challenge to it.
Just a thought.
Edit: Reviewed what Ego Storm did, reconsidered replacing it for a Hold since it -is- a hold. Made a mental note to have more coffee.
