Why? Because I am of the opinion that the level 20-30 range is the most enjoyable experience that Champions has to offer, in both PVP and PVE.
Most other MMOs I've played already have a Disable XP Gain option, so that shouldn't be an unusual request. However, Champions is the first MMO I've played where I've desired to go DOWN in levels.
PVP: In the level 20-30 range, PVP is much more dynamic and overall more fun because heroes can be more creative with their power selections. It is at this level range that most heroes obtain all their core abilities that define the hero. Not everyone is CON stacking. Not everyone has combinations of Ebon Ruin, Strafing Run, Conviction, Ego Sleep, Sonic Device, and Force Geyser. No one has Unleashed Rage or The Best Defense / Aggressive Stance specialization combo. Devices are also less devastating at this level range.
At level 40, PVP feels very limited because I'm pressured to drop my core abilities/specializations in favor of the few overpowered ones. Without them, you'll rarely stand a chance in PVP at all. I have 10 max level heroes, and 7 of them use the same specialization roles (Vindicator and Warden/Guardian for Best Defense / Aggressive Stance) not because I want to, but because I NEED to in order to remain somewhat viable. 8 of them NEED conviction, and 9 of them NEED stacked CON to last 5 seconds in PVP. This is why I often become bored with my max level heroes because they feel the same.
PVE: Typically challenging and fun before level 30, then effortless and boring grindfests after. Heroes in the 35-40 range can solo most alerts.
This is why I'd like to be able to Refund Levels on some of my current 40 heroes, so they can go back to fun pvp and challenging PVE. True, I can just start new characters, but they'll eventually tip over the level 30 point and start running into the same aforementioned problems again. This is why I'd also like a Disable XP Gain option.
Or you could always roll a new alt, then transfer everything that can be transferred and delete the one that's no fun for you any more. But you're denying yourself Monster Island and the Vibora Bay Apocalypse...

The reason you feel pressured into using FOTM'y, better stuff at 40 is because the people who PvP at level 20 don't really know much about the FOTM'y stuff and most likely aren't as experienced in coPVP so even if they use a cheesier build they wouldn't use it as effectively. Although yes gear does play a big part in making people stupidly OP compared to what they really need to be to the game as exhilarating as it should be.
I suspect a big part of the reason level 20-30 PvP is dynamic (if it is...) is that people are forced out of it and can't just sit there at level 30 farming the lowbies.

Old MMO's worked like this, such as the original Star Wars Galaxies. That game was loaded with fun features and extras that didn't directly improve profit, but instead improved player satisfaction to such a degree that it created a very loyal and strong playerbase that still exists today even after the game is dead. City of Heroes also did this very well.
Also, no one should pay real money for the disable XP gains option. I'm sure that would be an easy option to implement and it is free in every other MMO I've played.

Haha. And both those games aren't dead because of small features.
SWG died after Sony issued several unnecessary overhauls that ruined the original game and players abandoned en masse (Trials of Obi-Wan in particular).
City of Heroes died because NCsoft pulled the plug even when it had a strong subscription base.
The other two I listed are among the most successful MMO's in the world.

This is because with the increasingly large amount of games out there, businesses have to aim for as much money as the can , as fast as they can.
Players don't stay long and quickly move on to the next new game, very few stay long term unless they have a lot of money invested in the game ot particularly like it.
Subscription games are expected to put out large updates regularly to justify the subscription.
