Okay here is a building challenge for all you building enthusiasts.
The name is Blank Tank. The "theme" of the build is a hero who has two powers:
(1) Extreme super toughness, to the degree that they don't really have to do anything... in combat they just stand there, and attacks bounce off of them.
(2) The power to draw the aggression of all enemies around them, and force everyone around them to attack them and only them. Some kind of telepathic thing. Blank Tank does not have to move or do anything to activate this power.
So the challenge is to make a tank who is as close as possible to just standing there and doing nothing (visually) while still being a highly effective tank. Since there are no powers where the character just stands there doing nothing (that I'm aware of) I don't expect anyone to actually provide a build that accomplishes that exactly(but if you somehow do, I will be suitably impressed). I'm only looking to see how close people can get.
So ... something like this? Did this in a hurry, from the incompleteness.
I think there's only one power in there that requires the character to actually move his arms, aside from the block. (Does bionic shielding have an anim?)

I'm assuming you're not familiar with Lightning Reflexes utterly breaking the animation of Cleave. It happens at times when one's avoidance is high enough and will override other animations at times, but it is absolutely horrific with Cleave specifically.
Roughly 3 years ago my main was a LR/Heavy Weapons tank. I'd stand in front of Gravitar not moving an inch in the Guard animation. So I was still holding the weapon up, but there was no movement involved.
Bionic Shielding does have an anim, unfortunately.
My Electricity tank can nearly do this as is when tanking trash (he actually lacks an active AoE)- only catch is holding down a block (Elec Shield w/ adv) to hit further-out mobs. Sparkstorm's toggle w/ CS works w/ this, though its reach is small and when standing still mobs can be knocked out of its reach.

Only two powers that have anims (afaik) are SoD (for CripC- subtle anim/effects though) and Ego Sprites (for far-reaching threat- which you hit twice and then just sit back and watch). Mental Leech could prob also work instead of Sprites.
Also, worth noting that many powers that can have emanation points don't often have as obvious anims when used from the Chest- and that opens many other possibilities if ya can allow for slight motions.
To me it seems like most powers that appear as though you aren't doing anything are in the Mind based powersets but they do come with some arm movement.
Ego Storm is an obvious one alongside Sparkstorm since you can toggle it on and let it go to work. You can also use Psychic Vortex as a way of dealing damage without actually doing anything but the damage it does isn't fantastic.
You could also go for Mind Link but that might be a bit too flashy for a character that isn't supposed to be attacking. You do turn into a large crazy floating ball that is bound to draw attention though so I guess you might be able to work it into the theme of the character.
