Returning player need help with a build

My wife and recently came back to the game and are enjoying it. I am trying to get my younger brother to play but he wants to play a Venom themed melee tank character build. I have absolutely no idea how to build a tank that plays like Venom. He's talking the classic Eddie Brock Venom for those wondering. I don't remember any powers that look like your costume is "alive" or can shoot out tendrils etc.
If someone has a powerhouse build for a Venom type character that can tank please share it. I want to help my brother out and the only thing I can recommend to him so far is to use the Swinging travel power.
He would be a gold sub so free form is an option for a build.

Else, I'd just imagine the build to be a basic Might-based brawler w/ Swinging as a TP.
There's a couple ways to build around this. I'll post one here, using Defiance, Defense Combo, DE, Enrage, and Shadow Embrace as the base for the rest of the build:

Lariat w/ adv provides a bleed for Phlebotomist, and procs Enrage and MSA- ya can weave it in between Defense Combo (for threat and CripC's debuff) and DE use (for dps and healing). Conviction is there just so ya have a heal to fall back on if ya can't get in melee range for DE- though other heals could take its place for that.
Gave ya Athletics as the other travel power, just so ya have a TP that's easier to use indoors.
Gearing is mostly for Str and Con for this build.
Also, just as a friendly reminder: do not make a clone of Venom (in name or costume), or the account will likely be penalized for it. You'll want to make this an homage or theme-inspired character at most.
