I'd support that. Only question is, would it be possible?
Doubtful - a lot of costume parts rely on clipping through the body-mesh to hide the various shortcuts used to create them - for example, the headpiece that looks like an array of large bolts scattered across the top of the head, the bottoms of those bolts actually all converge at a point somewhere inside the head, normally hidden by the mesh of the head itself. A lot of bracers and other parts act similarly. Having fully-transparent or translucent bodyparts would rather unpleasantly reveal these shortcomings.
I imagine it to like the psi see through texture except just change the pattern to a light water-like pattern, sorta hard to explain without a visual to help.

I doubt they can do it too, but it would be so cool, and I saw the texture inside pipes and tubes in several instances. So the wiggle is already made.

I didn't say the same as ice sheath...I meant covering the body with with a relevant, watery effect. I didn't specify what that effect was.
