Title is pretty self explanatory; I can't seem to find any numbers for those two that look recent enough not to have been mucked with by more recent changes. How much effect should I really expect to see on an LR/Evasive Maneuvers tank who doesn't use Unarmed?
The dodge and knock resist are flat bonuses (DR-free), while the avoidance is subject to diminishing returns (ex. 91 avoid rating goes from 27% added at base (20% avoid) to ~9% added w/ 60% total avoidance from WotW + gear).
And iirc, the Avoidance in Flippin' is about however much avoidance rating it takes to go from nothing to 21%? I'm glad to hear it's straight dex; One source was saying EM was DCR, which made me doubt I wanted to take the dps hit for it. thank you.

Try digging through some of the PTS threads around the time of the dodge nerf as there was a whole bunch of testing. Someone should probably have put up a more permanent thread with it, but there was an immense amount of anger at CN so no real surprise that no one felt like contributing to their forums.
Was closer to around 1%ish last time I fooled around with it. Enough to not have to use a rank 8 or 9 mod, but not enough to do much else.
Yeah after checking on some lowbies, it seems to be subject to DR. The base listed is 4%, but it gets lowered w/ more base dodge added. The 21% listed avoidance is also subject to avoidance's heavy DR, but that's what I expected from trying other %advs like the one on Dragon Kick's.
They may have updated it w/ the dodge changes, but I'm not certain.

EM scales w/ Dex. Some quick sampling:
@ 5 Dex (base) = 4% dodge, 1.6 avoid rating (0.7% at base), 33% knock resist
@ 117 Dex = 4.9% dodge, 38 avoid rating (14.2% at base), 33% knock resist
@ 276 Dex = 6.2% dodge, 91 avoid rating (27% at base), 33% knock resist
