DB has good AoE w/ Cyclone, but so does Fire. Since their strengths kinda match (DB being a bit more efficient single-target, Fire having a bit wider AoE potential) I made Fire mostly for utility/energy here.
Yea, flashfire w/ TR would be one of the most obvious synergies.
Other things:
Firesnake - a team resist debuff (even though you don't necessarily take advantage of it)
Pyre w/ advantage - knockdown
Fury of the Dragon - for flavor. Not actually that good, but looks awesome.
Depends how you want to approach the balance of theme vs. utility.
Would Night Warrior make for a better passive? Survivability goes down a bit, but it would boost both Dual Blades and Fire equally. Have not actually tried Night Warrior yet so I have no idea if it actually works as described or not.

Well, w/ my build there's not much fire dmg going out- its mostly still from physical/melee. NW could still work regardless, if ya wanna throw in moves like gas pellets or ricochet throw in there (or just like the stealth perks), or ofc if ya have more fire moves replacing DB moves for dmg.
