Really? Do you have a link? If it doesn't stack, then it's a bug (which this game has many of). My gloves state -15% damage resistance twice, so no indication it shouldn't work.
Have heard that DUC doesn't stack as well. Can't confirm that myself atm though.
One easy way to find out on live is to use a power/setup w/o any innate -resist or resist% penetration and hit the regen dummies in the PH w/ both DUCs slotted. Since they are at ~20% resist, if DUC doesn't stack then the final dmg will be slightly lower than the base dmg (in parenthesis on the log), if they do stack then the final dmg should be higher than the base dmg.
