Yeah some things are broken... no I don't use/abuse them.. where would be the fun in that?
It's not going to happen for the reason that those particular costume pieces are what make champion OC's special, and separate them apart from the players. If players had access to those pieces, the OC NPC's wouldn't be unique anymore because players could easily just make a clone of that OC NPC. Kind of like how you can't make a clone of scarecrow or batman in DC Universe for the same reason. I'm sure there's a bunch of legal issues involved too related in the vein that it's punishable to make a clone of spiderman or batman in Champions Online. Maybe not the same issue, but similar.

I disagree that the Champions OCs should be considered special. It denegrates the efforts of the player community to suggest that no matter how hard they work, no matter how heroic they become, a loved and respected pillar of the community both as a player and a character - they'll never be considered better than that guy who shouts about shutting down all the beacons. Basically, the characters the game starts with should be the baseline, not the apex.
I'd rather see some NPC kept special. Champions universe may not be the Marvel or DC one, but it has its more or less iconic characters.
Also, there's the thing of them being owned characters, which means that creating their exact likeness goes against the rules.
Some of these parts have very limited use on default. Zerstoiten's helmet is more like generic streamlined helmet + crown and Defender's one is just art deco one. Both styles can be done with existing parts - NPC parts aren't really needed unless you want to clone Albert or Harmon.
Now, some more generic parts could be released. This tight vest with high collar used by the Talisman or DEMON gals. Or Talisman's waist cape. Those are fairly generic. But I suppose the issue with DEMON/Talisman vests is rather them not having male counterparts, or scaling strangely with torso sliders.
As previously mentioned, some costume pieces aee probably going to remain exclusive to high level NPCs. That said, I'd love if they pulled a DCUO and created iconic sets available from specific NPCs that homage the original. I'd love a set of destroyer esque armor or Defender style gauntlets..
Sadly I don't have one, but I think I know how he got it.
There was a bug which unlocked ALL costume options in tailor once. unlike real game breaking bugs, this one was fixed right away.
It could explain what I saw however.

I see your point, even though there's a lot of characters, big or small, that drop their costume pieces in the game. If that really is the issue, why not make some minor alterations to the helms and call it day. That way players could have access to something similar without taking away the uniqueness of the character. They pretty much did it with Shadow Destroyer's cape.
