How about putting UNITY where it was always intended to go, in the airship floating over the city? I can think of not one reason they are in UNTIL's basement.

    Don't think all the stuff, teleporter included would fit in the 'blimp'.
    UNTIL is in the basement. Thats where the command center, submarines and the choppas are. UNITY is more on/above the ground level.

    It's all instanced, it'll fit in a phone booth. Or do you mean the 'open' lower area of the air ship? That was only ever supposed to be a "lobby". There are doors for the main instance up there.
