Elite Build Guide to 100% Dodge Hero

Since the dodge nerf, I've found just one old-school stand-and-fight build that can maintain a 100% Dodge rate all the time. I never liked using Evasive Maneuvers because you lose so much DPS plus Elusive Monk tends to wear off which leaves you vulnerable. And I dislike Fluidity for forcing me to block.

I'm calling this an elite build because it does require some expensive equipment. At a minimum, you will need a Legion Breastplate of Elusiveness with 2 Gambler's Luck (Rank 8 or 9) and 6 Dexterity mods plus 1-3 purple level 40 Dexterity secondaries.

Your PSS will be CON with 3/3 in Deflection and one SSS will be DEX of course.

Required Powers:

Thundering Kicks Rank 3 (+18% Dodge)
Lightning Reflexes Rank 3 (+40% Dodge)
Parry with Elusive Monk (+8.1% Dodge with 545 Dex)
Masterful Dodge

Recommended Powers:

Form of the Tempest
Bountiful Chi Resurgence with Resurgent Reiki
Dragon attack (Rush gives a huge amount of energy due to ultra high Dex)

The build I have has 2 Rank 9 Gambler's Luck and requires 545 Dexterity to be certain of 100% Dodge rate. (At 541, tooltip shows 100% dodge but due to rounding it could be only 99.95%) Avoidance is at 84.2% which really means I don't need much damage resistance.

For each Gambler's Luck rank below 9 you will need 17 more Dex to make for the loss of 5 dodge rating (maybe less if Parry will add more Dodge with the extra Dex.) Now achieving all that Dexterity isn't easy unless you have 3 purple level 40 Dexterity secondaries which unfortunately have become very rare.

Now if you find your build to be just a little short of 100% you could try Swinging with Flippin. I don't like this power much for combat and some targets will disable your travel powers. But if all else fails this will work for you.

I find this to be a real fun build. I never block in Fire and Ice and only on hold/yellow bubbles in Gravitar. And I'm going to take down Mega-Destroid Terminator sometime (if you think he's easy, you're thinking of the wrong Mega-D.) When I get locked in an Ice Spire or get knocked away, I pop Masterful Dodge to keep me alive until I can activate Elusive Monk again.

Now I left a lot of powers and specs up in the air because from here there's a lot of variety. I like DPS so I went with Vindicator/Brawler with Dragon's Claws and Viper Fangs so I have 2 combos to proc Setup. You could be even harder to kill with Vindicator/Warden or Protector/Sentinel. You just have to be melee and make a full combo Thundering Kicks every 10-12 seconds.

And gear-wise, full Legion or 2 Justice are good choices. You really won't need any added crit rating, I got almost 37% on pure Dex alone. Another nice thing with CON PSS and using STR as SSS is you get about 200% knock resistance (Resilient 2/2, Elusive Monk 33%, STR, Tank role 25%.)

So if you want to make a fun but challenging build, give it a shot! :biggrin:

    I plan on using Justice Healing and Speed. With the extra Dex I can afford to use 2 Vigilante's and get an extra 88 CON plus 338 x 2 HP. Hopefully Cryptic will fix the Tough bug giving only half the HP.

    Nice build, I am considering trying to make a dodge tank again, they can be pretty OP.
    I was wondering, did you also try this with dex primary, and if so, how much did that cause dodge chance to drop?

    And another nice part about this, a lot of this setup is also possible with "the master" AT.

    Thanks Aiqa. I believe with DEX PSS, I will lose about 75 dodge rating (because it gives like half the value of CON's Deflection) and I don't know exactly how much Dodge percent (guessing about 2%) but I think it wasn't bridgeable with Flippin.

    A 100% Dodge AT, that would be fun to see!

    Great tank build - Con tree has some amazing talents like HP on crit, so you'll basically be tanking Frost no problem as well.
    Problem is there's really no damage - Would you be able to build upon this, like what other powersets you took for it? I just ended up going all martial arts.

    This looks very intriguing. But I must know.. why "Seraphim" at lvl 26? Do you switch into to for a healing boost or something?

    'Challenging' and '100% dodge' are phrases that don't mix to me :p

    There's also no AoE in that build :/ I can understand the VF + DC combo for single-target dps, but I'd prob replace LnL or Seraphim for Shuriken Storm or something.

    I can relate to wanting to avoid using EM for a melee tank, though. Its a good build.. just some weird power choices here and there.
    And another nice part about this, a lot of this setup is also possible with "the master" AT.

    Yup, the Master AT is by far the best mitigation AT avail, if you build it right. Too bad its dps/threat is low for a tank. If I had to take any AT to try to tank F&I w/, it'd be that one.

    The dps is surprisingly good with FotT giving 20% additive damage per stack, the 37% crit rate with 88% severity. Damage is boosted quite a bit with Brawler tree specs -- a 10% debuff plus a 20-30 base damage buff on DClaws.

    For AoE I just decided a Neuroelectric Pulse Gen would suffice. Not many good options for MA anyways.

    Some of the power choices in there might not really make sense until you take into account legacy devices.

    One thing that makes me curious is how you're going to take MDTs on with it. I'm guessing Str needs to change to Pre or Rec, FoTT to Compassion, Brawler to Sentinel, Viper's Fangs to Gas Pellets?

    Also, when you came up short using Primary Dex, was it with a Legion's of Growth with 2x Growth Ammy and Crashing Wave Kick?

    I was thinking of buying more Necrullitic Elixirs and keeping the dps setup. You recall my last fight with MDT took 15 minutes and I only took him down 50%. No rush on this, its really just for grins.

    On Dex PSS I never took it that far since making up 80 or so dodge rating required 500 more Dex which is impossible. :(

    Crashing Wave Kick seems to take the gear or Dex req down by a lot though. Conservatively I think a consistent 5% is easy enough to maintain, but 8% isn't farfetched either.

    I don't remember how much dodge rating each stack adds but I think it may be 5 but that is 16 stacks. I think the most I ever got was six stacks?!

    Flat 1% per stack from my testing, they might have changed it with the Dodge pass :o I just didn't want to assume full stacks to account for downtime like spire holds and stacks falling off when blocking yellows, as well as RNG having a streak of meanness

    Wow, if they did change it to a flat 1% that is awesome. CWK would have great synergy in a Sentinel build to proc the Mastery. Could probably trade off a huge amount of Dex for Con.

    Pretty much :p Makes it a lot more accessible gear-wise too. I'm working on a 100% dodge WotW build with it, still on PTS though.

    Took a spin on PTS with CWK's Ebb and Flow. I think the most stacks I got was 12 using Thundering Kicks which is pretty quick. Seems like a stretch to reach 100% dodge on WotW but I'm rooting for you.

    It was funny to see with DEX PSS and 3 Vigilantes and Sentinel mod to hit over 700 DEX. Can't hit 100% dodge with LR though, about 2% short but that's easily bridged with CWK.

    Just a little tweak to her build. It is now a suggested leveling build except for the final powers which you should use early but keep retconning them to end.

    The reason I have both Dragon's Claws and Dragon's Wrath is because for all instances except the Fire and Ice Rampage, the claws are superior. In F&I, Dragon's Wrath's 50% penetration works like a charm on them. So 20Gs and 2 visits to the PH every 12 days seems like a small price to pay.
