A bit harsh title but lately i've been seeing the pathetic wretches try to cause havoc in common rp spots.
Which is why I ask, why not kick them out of caprice? If enough people report a person in a short time they get put out of caprice for 48 hours?
I am slightly fenting a bit here but seeing as they can use all their harmfull equipment and abilities in the club and never get punnished I just wan't to see something done about them!
What? You think Cryptic is going to pay attention to RPers complaining about griefers? We can't even get them to pay attention to paying customers complaining about game breaking bugs.

Because here is how you deal with those idiot RPers who blast/fight/godmode in Caprice.
1- Ignore them.
2- If you don't want to ignore them, OOC remind them of the setting- Namely MARS, PRIMUS, the security, and the droves of super-powered persons in the club and around the corner and down the street.
3- If they scoff at that OOC, then simply say 'You're right, they usually only respond to something that's a real threat'.
4- If they come at you, and keep it up, and you don't want to use the ignore feature? Simply IC engage them as condescendingly as possible, have your character speak to them as an adult would speak to a developmentally challenged child.
5- Godmoders in my book, get Godmoded right back. To absurd degrees where I dodge portals to hell, throw bottles of urine, and scoff at every attack that I can magically sidestep. This usually pisses them off enough to walk away.

Because such feature would be really, really easy to abuse and (ironically) use it for trolling. Or griefing.

He's right. You have to understand that there are a lot of players who do exploit systems in games to grief others.
I once had the pleasure of encountering a SG that attempted to 'assassinate' me. In broad daylight in the club. I offered to allow them to do so... only if they agreed to roleplay the aftermath of publicly murdering an unarmed man. A man with connections to PRIMUS and who is somewhat respected among several heroes. Not to mention, as stated earlier- MARS, PRIMUS, and the other superpowered. I basically told them this:
"If you kill him in public, you are going to serve time in a prison especially designed to contain you based on your abilities. I won't even say you have to 'retire' your character, you can be a fugitive and you have to disguise yourself when you come in the club. You will also be hunted actively by his comrades, co-workers, and allies and other agents and they will very likely find you and respond to your actions in kind. If you accept these terms? I'll consent to letting you kill my main character right here, right now."
That wasn't what they wanted to hear. Within 10 seconds? I was 'report spam'd' to silence, so to them that meant I was 'dead, lol'.
So some childish people will exploit this to their own ends, is what I'm saying. I like most RPers, but that still leaves a ton of them that I think are whiny, petulant, immature morons that have too high an opinion of themselves and not enough understanding of reality.
Hey ive heard many different versions now and somehow god-mode is defined different by diffferent types of players.
May i ask how do we decide the winner in an RP fight?
(( Also ive seen a mage Rp fighting a casual person who only used arms.. and the arms person didnt want to loose but its obvious that the mage who only needs to think to make you bleed would win a battle like this.. no ?...
same goes for energy lifeforms , devils .. whatever...thats the reason i asked how to decide the winner...lol
if i remember right such things were decided with dice rolls... but i am not sure how to manage this ingame..lol ))

Not necessarily. It can be very difficult to, "think to make you bleed," when some significant portion of your grey matter has exited the back of your skull in the wake of a large caliber bullet.
It really is up to the two players to work this out in a pure roleplay situation. I would expect that the outcome would be determined by the needs of the story being told.

Hypothetical im making a fat ugly weirdo character , and then i go into club caprice and *wink* twice to a good looking little female toon... then as she does not reacte i take my seat/drink at the bar and stand like 4 feet away from her my face directed in her position.
The person i winked at twice /tells me: "Nice try trolling and interfering with my RP , you are being reported and ignored for emote spam"
Winking to someone twice with an ugly char is againt the rules?

I don't think you did anything wrong. You attempted to engage someone in RP, she opted to not participate. Assuming that nothing else occurred it appears to me that she reacted inappropriately.
yup. this is how things work with uberpowerful characters of mine, such as my main.
1. using more than a fraction of her power could kill her (the more she uses the more likely death from the strain becomes)
2. Magic is her kryptonite, and the caveats of the classic batman vs superman scenario also apply.
It is how I built all my characters from. Even though they all seem strong, there is always a weakness. It is just up to the other players who go against my characters in a RP fight (which is rare for me because I oppose to doing such unless it is actually part of a planned RP, not a random walk up trying to pick a fight to act tough) to see if they would know what those weaknesses are.
