About a century ago, a Hwuldepian scientist seeking to increase the speed of starships' gravitic engines made a tragic error. The magnetic shields containing the "gravitic wave" he was working with came down. The resulting blast destroyed his laboratory and the wave sank directly into the planet itself.
Within days a series of tremendous earthquakes began wracking Gadro. Before long it was apparent to everyone, scientist and civilian alike, that the rogue gravitic wave was somehow causing the planet to tear itself apart. Numerous solutions were devised and implemented, but none of them worked. Some of them might have, if the Gadroon had had the time to improve and strengthen them, but it was obvious that time was the one thing they didn't have. Seeing no alternative, the Emperor ordered an evacuation. Every starship that was available took on as many people as it could and fled the system just as Gadro obliterated itself in a massive explosion that caught more than a few straggling ships. The Emperor himself was among the Gadroon killed in the explosion, for he'd waited to take the very last ship.
The Gadroon may not understand how to reproduce the planet-shattering effect even if they wanted to, which given that they're looking for a new world to live on would be unlikely. There are a few world-destroying (even universe-destroying) weapons mentioned in the lore, but none are of Gadroon manufacture.
But then we wouldn't have them to beat up on in CO.
BTW the Gadroon were originally little more than a throwaway reference in Champions Universe -- part of the history of alien invasions of Champions Earth. The Qularr weren't much more than a justification for the existence of Monster Island, which was itself only briefly described. Cryptic decided they wanted to do something more with all of these elements, perhaps precisely because their background was so sketchy they were wide-open for development.
In the meantime the Hzeel, which Champions PnP had been building for years as the looming alien invaders, were relegated to watching from the sidelines.
The Gadroon don't have any (known) weapons that can cause the destruction of a planet, but they're certainly capable of creating one with their Gravitic technology, if the accidental destruction of their homeworld is any indication. I doubt they'd to this though, due to their desire to simply find a new homeworld and rebuild their race.
It is mentioned that they have several methods of causing massive amounts of destruction on a smaller scale though, as mentioned in one of the in-game lore entries state. Among those mentioned are "clear-crushing", "flash-burning" and "cavitating", which Istvatha V'han seems to have prohibited them from doing in Canada (Much to their annoyance it seems).
The Gadroon certainly have quite advanced technology, and in the field of Gravitics few races match or surpass them. I suspect that Istvatha V'han doesn't want the Gadroon reshaping Earth for their new world, because that isn't her plan for Earth.
Since I raised the topic of in-lore planet-destroying weapons, I thought I should mention them. These items are all described in Champions Universe.
The Kdothri Mirror: Created by a species called the Holorm four million years ago, this artifact looks like an obsidian mirror about six feet by three feet, mounted in a gold frame. When activated by a mind of sufficient power, it can change anything reflected in its surface into anything the user wants. To affect something the Mirror must be in a position to reflect it accurately enough for a human-sized being with comparable eyesight and intelligence to recognize it. Depending on where it's set up it could affect an entire planet or even a star, but more than that would be very difficult. After being used by a particular wielder for a few months at most, the Kdothri Mirror randomly teleports across space, until someone finds it again.
The Solar Seed: Developed by the Sleynu, enemies of the Kelvarans -- the ancestors of the godlike beings now called the Progenitors -- a Solar Seed, deployed into a star, will cause that star to emit a directed beam of energy powerful enough to obliterate worlds, even ones protected with sophisticated shields. The Solar Seed destroyed the Kelvaran home-world, Kelvar. The Sleynu became extinct over a million years ago, but there's no mention of whether any Solar Seeds survive in some lost armory.
The Crystalline Starshatter: Reputedly able to destroy stars, perhaps even the Galaxy (although the method was never specified), this "enormous crystalline device" was being built by a race of giant silicon beings called the Kr'Aan, to end a war between themselves and an alliance of other starfaring races. The Earthly superhero team, the Fabulous Five, helped the allies defeat the Kr'Aan in a final battle in 1963. Nothing has been revealed of the final fate of either the Kr'Aan or the Crystalline Starshatter.
The Annihilation Scepter: The mother of all doomsday weapons, this artifact of ancient but unknown origin can cause the entire Universe to collapse into a primal atom, from which a new universe would be birthed in a "Big Bang" event. The wielder of the Scepter is also destroyed in the collapse. The Scepter was last seen in the hands of a mad Elder Worm sorcerer during the Worm's war with the Malvans. It vanished after he was killed, and has remained lost for hundreds of millennia.

While I am not familiar with the PnP, and just going by what the Gadroon have I would say its abit above their current technology.
