Any advice for making costume?

So guys,first of all thank you for reading this.

I need your help-making costume for my character.It will have ice powers.

My idea was to make it like this

(his hand,like he mutated)

Hero will be teenager,reticent.Street defender style.So?Any suggestions?

If you wonder why all this,well-I want to finish my PRIMUS Database page.If you really give me an inspiration,you will be rewarded.Not now because I am currently busy and I don't have this game installed,but I won't forget.

    Yeah,maybe that's what I wanted but,you know,I didn't say that I want jacket,not that thingy on your a*s.Rock doesn't really fit my style
