There's a reason why it's a WIP. 20 Adv. points are still not spent, TPs aren't chosen yet, same for talents. And also, there's a free power slot.

Make sure you play with Smoke Bomb Lunge in the training room before you lock in that purchase; it's definitely got a different feel from the other lunges.

If this is to be a leveling build, I'd move Inexorable Tides and Dragon Kick to level 11 and 14 --- they'll be more useful than any of the powers currently listed before them. As a combo, they work great --- lunge in, legswep everyone with Tides, then Dragon Kick will stun them briefly (and trigger your Focus stacks from the Form)...

I don't really remember what triggers Form of the Master --- I almost always use Form of the Tempest since it's SO easy to hit max stacks by critting (especially with DEX primary).

Dunno if it's in concept or not, but One Hundred Hands is an awesome AoE, particularly with the Ghostly Fists advantage thrown in.

Form of the Master procs on dodging attacks. Its nice for dodge tanks (provided ur the one holding aggro, heh) and the storm's eye prana adv pairs well w/ Resurgence and BCR/RR.

I didn't end up settling on FotM for my LR tank, though, just cause I couldn't always hold aggro w/ him, and Form of the Tempest stacks even w/o having to be hit (as long as the crit rate is decent.. which for a dodge tank getting some Dex, it should be).

Since this build isn't outlining a full out tank (esp using WotW passive), you'd prob be better served getting FotT over FotM as well.

Here's a bit of a re-working I did of ur build, geared more to dps but w/ a side of sturdy dodge-based mitigation. I tried not to change too many of the abilities cause I don't quite know the theme, and the last power slot is still up to you:
