So i'm trying to make a dark witch type character - a remake of one of my COX characters. She was heavy on the debuffs so im trying to look for powers that replicate that.
Im currently in a toss up between Grasping shadows and Sigils of Ebon Weakness.
Grasping
+ Applies Fear, causing the enemy to cower in your presence and reducing the damage they deal.
Grasping Shadows (Rank 3) - 2 Advantage Points
+ 17 sec Paralyze
Unyielding Agony (2 Advantage Points)
Grasping Shadows now does damage over time. This damage does not reduce the durability of the Paralyze hold applied by Grasping Shadows.
+ 55 Dimensional Damage to target every 1 sec for 12 sec
SOEW
- Sigils of Ebon Weakness (Rank 3) - 2 Advantage Points
+ Movement speed reduced by 80%
+ Damage reduced by 12%
I currently use grasping but i often find it to be sub par, sure the fear is useful for mitigating some dmg but the charge is quite long and im not sure how it effects bosses.
I would take grasping shadows first, since it really helps when fighting mass numbers of mobs. Also, the advantage causes it to kill low end mobs before they even escape.
Down the road, Ebon Sigils are really, really good. They mitigate damage vs. bosses quite well.
Miniaturization Drive slows and debuffs damage. I have actually leveled a few toons using this now, and like it more than Ebon Sigils because it is a click rather than a full charge. I found this to be especially helpful against some heavy hitters like Madam Mayhem and Viper X.
You have Fear, Disorient, and a handful of other status effects that do things
Minigun's advantage has a debuff that makes them take more damage...I'm sure other abilities have similar advantages on them as well.
A handful of spec trees have similar things, making your targets take more damage or do less damage and whatnot...but can't think of the specific names on them at the moment.
But concerning your post on which to take...I would go with Ebon Sigils

I don't think there's an easy answer to your question. Both powers have pros and cons.
The lengthy charge time on Grasping Shadows is rather prohibitive, but it can make a nice alpha strike against a group of controllable enemies.
The damage/movement debuff from stacked Sigils is substantial, especially with high Presence (they scale with Presence). The downside is that they're destructible. They won't last long against enemies with strong, frequent AoEs like Gravitar or a Mega Destroid.
Ajanus's Mini Drive suggestion is an attractive option, especially since you have excellent delivery attacks for both single-target and AoE. I had it for a while on my own witch (our builds share a lot of similarities). Nothing says "You got cursed!" like spontaneous shrinking.
If you want to lean your debuffs toward offense rather than defense, a fun possibility is Ego Placate. It offers a slight single-target damage debuff, and the Svengali's Guile advantage causes your enemy to take more damage. The animation seems appropriate for a witch.
Looking at your build, you might have trouble routinely proccing MSA unless you're constantly firing Conviction. If this is a retcon build, you could consider dropping Infernal Blast for a short-recharge power. Shadow of Doubt (if you're not stacking damage debuffs from the previously mentioned powers) or Mental Leech could be interesting witch-curse options.
So not massively different, i switched sigils for Miniaturization Drive, seems more useful against gravitar.
Id like to find a way to get rid of infernal blast as i never use it =/
You could switch Infernal Blast for the Sigils. The builder says you can't do it, because the builder incorrectly counts Eldritch Bolts for only one branch of the Sorcery tree. In the game, it counts as part of all four branches.
You could also swap it for Eldritch Shield, since you mentioned Gravitar.
yeah i was debating about whether to take a shield or not, plus there is that fun advantage with Eldritch shield . Does conviction scale with con or pres?
Also in regards to MSA, i wasnt 100% sure on whether to take it or not but i think with spamming Mini drive and conviction i should be ok maybe
It scales with Presence's healing bonus, as well as other healing bonuses from gear, specs, and role/superstats. It can also critically hit, so crit rate and severity are factors.

Ignore the order of the powers, i was literally throwing it together with the powers i knew i wanted and then going from there.
Again the idea is debuffs-a-plenty. I felt compared to the previous build i only really had dmg debuff but i really wanted some def/resistance debuffing so my attacks hit harder etc.
Previously mini drive was pretty much all i used, it was a solid debuff but i wanted more....
and i think fear was the way to go.
I decided on ego sleep, not for the sleep aspect but for the fact is it disorients and fears when the target wakes up, thats already 20% dmg debuff, and if you pair that with Wither the target has a 10% resistance debuff on it aswell. Now i think that is a pretty bloody good debuff.
Next is ego placate, if im correct placate debuffs dmg for 10% aswell? either way i specifically chose it the Svengali's Guile advantage for another 10% resistance debuff (shame it doesn't trigger wither as well)
I then chose Ebon Ruin over defile. As much as i love how hard defile its and the animation, ebon ruin does seem better especially when you account for Nyctophobia and paranormal paranoia.
it then made sense to have an aoe attack that did paranormal dmg which would benefit from para paranoia. I went with shadow embrace (still iffy on it though) as it is ranged and a maintain (I LOVE maintains especially with relentless assault & Lightning arc is one of my favourite powers.) I do miss epidemic just because it looks awesome and the dmg is nice but it was rather suicidal from time to time.
Bugger me this is a long post!!
I chose to go with Spirit reverb as i would be using ego sleep every other attack and all my powers bar lightning arc were paranormal based dmg. MSA would also fit so not really sure which i would benefit more from.
Now for the questions!!!!
1 - Does placate grant a dmg debuff? if so does it stack with the fear debuff and mini drive?
2 - Shadow form, Seraphim, AoPM or any other????
3 - Ego Sleep or Grasping Shadows??
4 - If Grasping shadows would taking Presence as Primary Stat for vulnerability be worth it?
