At a lot of restaurants, et cetera in the CO world, chairs are used that universally use a model of a chair with arms and a woven seat and seat back.
It is very hard to position oneself between the arms of the chair to be able to "sit" in them. Could that specific chair model be replaced with a different chair design that doesn't have arms?
Because it isn't a lot of work, furthermore it isn't a lot of work FROM A PERSON WHO ISN'T INVOLVED IN MOST OF THE OTHER SUGGESTIONS, and it's a definite annoyance.
