Teleios comes to mind as one possible villain who might try this for some experiment if he deemed the child in question fit for his experiments. but who else?
My main character's story includes her being kidnapped as a one year old, and cloned with the clone being raised by villains in order to serve as their pawn. (apparently the perpetrators somehow knew she would have her superpowers before anyone else, possibly a telepath read her mind and saw the secrets of the universe embedded in her psyche which are what give her her powers. normally contact with her mind would kill even the most powerful telepaths instantly, but at that young age it probably wasn't deadly yet)
so any ideas? finally working on her primus page and would like some in universe info if possible.
also she was rescued by a superhero or team of heroes from the United states, but I haven't decided who. any ideas?
Reliable human cloning isn't as common in the Champions Universe as one might assume. Even some of the major geneticist villains other than Teleios -- Dr. Moreau, the Overbrain, King Cobra -- aren't noted as engaging in this practice. But one could certainly let one of them have a rare successful experiment with this child, possibly because of her already superhuman genes.
Next to Teleios, Dr. Destroyer is probably the foremost geneticist on Earth. Cloning human DNA is explicitly noted as within his capabilities (aside from his own). This sort of scheme is right up his alley; note that Menton and Mentalla were raised and trained to serve Destroyer. If you use him you would probably want the kidnapping to occur before the Battle of Detroit in 1992; the clone would have been raised by agents loyal to the Doctor, perhaps under Rakshasa's supervision.
Another possibility is VIPER. The snakes are always conducting genetic experiments to try to create superhumans, often involving adolescents, children, even fetuses. While few of these have produced reliable results, they have had a few random successes. Over the past ten or fifteen years, their youthful superhuman creations have been streamed into the super branch of "Generation VIPER," a global project to indocrinate the next generation of VIPER operatives.
It's also possible that a given villain or group might have hired someone to clone the child for them. Teleios's services are for hire. So are ARGENT's, and they probably have the necessary scientific expertise. With one of these parties doing the cloning for them, the list of possible culprits becomes much longer. (I doubt that ARGENT would have done this for themselves, though. They're more suppliers to others.) Kidnapping children to raise them as operatives is a significant M.O. of PSI, although they're focussed on people with psionic powers, or the potential for them.
Your scenario above sounds reasonable, although there's no need for an accident for Teleios to get his hands on her. He's been contracted by VIPER on a number of occasions; in fact, he's sold his services to nearly everyone who's anyone on the world supervillain scene at one time or another. OTOH Teleios has covert access to or control of many biological laboratories and research institutions around the globe, to keep track of the latest interesting news in the life sciences. It would certainly be possible for him to have been alerted to your character's unusual scans, and to want to investigate.
As for rescuers, stumbling onto a villainous scheme by random chance is stock-in-trade for nearly every comic-book superhero. Perhaps if you specified what sort of hero you'd like to use, or what relationship you'd like the characters to have, that would narrow down the field. Similarly, a little more info about her powers, and what "secrets of the universe" the character was born with that make her mind so "deadly," not to mention how that happened, would probably suggest which heroes and villains would be interested in her.
All right. Since we're talking "dimensional anomalies" it would make sense for beings aware of and interested in such things to have noticed her and want to either protect her, or make use of her.
Suggestion for a kidnapper: Istvatha V'han. The Empress of a Billion Dimensions first invaded Earth in 1998, and had operatives on the planet even earlier. V'han herself has dimension-crossing powers, and is always concerned about other beings who travel transdimensionally or transtemporally. She has a huge number of superhumans in her service, and while she prefers to recruit them willingly she won't hesitate to use Draconian measures to get someone she wants or needs. She also has access to sciences more advanced than most in the setting, so cloning would pose no problem.
Suggestion for a rescuer: The Drifter. One of the most powerful "good" mystics in the world, the Drifter has the innate ability to "drift" across dimensions, as well as far-reaching mystic senses and precognitive visions. He's also been an active superhero since the late 1930s.
I apologise if your character's background is posted somewhere that I couldn't find when I searched for it, and these questions are answered there: When exactly was she kidnapped? When was she cloned? How long was she in the custody of her kidnappers? What did she believe her situation was during that time? When was she rescued? What did she do after being rescued? What was done with the clone during the time she was kidnapped, and after she was rescued? What do you want to happen to your character and her clone now?
V'han could absolutely have shapeshifters working on this project -- she has millions of different species under her rule, including alternate-universe versions of species existing in the dimension of Champions Earth. I'm just unclear as to the timeline of events, and what whoever took your character was doing with her, and her clone, between then and now. IMHO defining the kidnappers' M.O. will go a long way to pinning down a motivation, which would in turn point toward likely culprits.
All right, how about this: Your character was kidnapped by Teleios, who was alerted to her unusual mental scans by one of his medical subsidiaries. Teleios took a genetic sample for experimentation, which he kept after her rescue. But the nature of the knowledge in her mind was beyond his expertise to analyse, so he never did much with her sample. After your character began her superheroing career, Teleios recognized her powers and realised who she was, and created an "evil" clone of her as an experiment to see how the two of them would react to each other. Because, here's the thing -- Teleios can, and routinely does, program his clones with any type of false memories he considers appropriate. At least one prominent superhero in the official setting has no idea she was his original creation.
Okay, how about we approach this from the other direction?
What do you want the clone's past to have been like? What are/were her attitudes, and the events in her life that shaped them? Why did she become your character's nemesis -- what was the basis for their adversarial relationship? What was the "lie" the clone believed about her past?
With the circumstances clarified, it'll be easier to match them to the lore.
I apologize if I missed something, but a question came to mind, if your character's power was being able to survive hosting the universal secret, what gave the clone powers before the merger?
Or was the entire point of trying to eliminate the original with said clone was to try to acquire said secret in the first place?
If the original was capable of hosting the secret, I don't see why the clone wouldn't be able to as well - it appears to be more a matter of physical/psychic capability than anything else. Perhaps she wouldn't wield them as fully as the original, due to psychological limitations, but it seems that in order for the two to "merge", it should be necessary for both minds to be able to hold the knowledge.
"Science teaches us to expect -- demand -- more than just eerie mysteries. What use is a puzzle that can't be solved? Patience is fine, but I'm not going to stop asking the universe to make sense!"
I agree , but my question is if the original got the secret when her mother passed through a dimensional anomaly, it seems to me that the secret wouldn't have been passed to the clone automatically. (To my mind that also gives a good reason why the bad guys would send the clone to kill the original. That way the clone could steal the secret upon the original's death.)

Yeah, I can see that working in a comic book, although if you were a player at a table where I was DMing I might suggest that perhaps the original's powers actually came from the cosmic secret warping her DNA / brain structures in order to make a better nesting place as well.
I misunderstood the character, I thought that tapping into the cosmic secret was what gave the character powers, and her special DNA was just what allowed her to survive it.

If the cloners wanted to use the clone as an infiltrator -- and Istvatha V'han often works in such subtle ways -- it would make sense not to deploy her in the field until your character was grown and had started her career as a superhero. Replacing someone who already has a reputation would make it far likelier that she'd be accepted and have access to sensitive places and people. V'han is immortal, so is very patient.
