Hey guys. I'm working on a particular concept I'd like to be able to utilize with CO's powersystem.

Vector/Velocity Manipulation. http://powerlisting.wikia.com/wiki/Vector_Manipulation

Redirecting gunshots, adding a kinetic boost to attacks, etc. Anyone have anything apart from the run of the mill TK/Pistols build?

This "Vector Manipulation" is a simple Rebound effect -- when you're attacked, the attack is rebounded against the attacker as well as affecting you. And I can already tell you that this is not something that can be done in the Cryptic game engine. Sorry.

The engine requires that you deliberately choose to attack a target -- having some sort of rebound means you wouldn't need to attack, ever. Just maintain your damage shield and wander around. Even if you take the same damage you're reflecting, you have a conservation of action which no other concept could match. It's unfair to all the other concepts.

Only things that really come to mind that this game could cover similarly are the reflective dmg blocks like parry, and telekinesis to simulate throwing objects back at people.

There's the Punitive Pummeling advantage of the Retribution block of Might, but it's not a guaranteed proc with all damage, unlike Parry (which is graphically wrong for the effect you want).
