New Toggle for Energy Projector Sets

Energy Overload

Toggle, Self Buff, Form

+Grants 10%/20%/30% base damage to all powers while active.

+Causes 20%/40%/60% increased cost to all powers while active.

+Every application of Chill, Clinging Flames, Negative Ions, any knock attempt or any Repel attempt initiated by the user will grant a stack of 'Energetic!'. This stacks up to 5 times, and gives Defense to the user scaling on Endurance.

+Roughly 5 Defense per stack at average End, scaling up to a softcap of about 15 Defense per stack at extremely high levels of End.

+You may only have one Form power active at a time. Activating a Form power immediately ends any pre-existing Forms.

Numbers could use a bit of tweaking, but it's intended to give Energy Projectors and characters that build for a lot of Endurance/Recovery a nice damage bump. In addition to making Endurance as a superstat more appealing. The only reason I didn't scale it on Recovery as well is because Supernatural Power exists.

    While this would be a nice Form to have in the game... I'm afraid it might be Too Nice... It seems like your suggesting the "Ultimate Form" basicly...

    Rank based Bonus damage to "All powers"
    AND
    Stacking Defense bonus triggered by essentially Half the powers in the game

    That's basicly asking for a rank based Enrage/Focus/Concentration combined Form with Defiance built into it...

    In the current format this suggestion might be a bit overpowered and if implemented would quickly become the only form anyone ever uses... You'd see a ton of Invulnerable+Energy Overload Tank builds that just can't be damaged as a result of this most likely...

    However... a few small changes could make this power a bit more viable...

    First off I'd suggest splitting it into a couple variants of the same form similar to Enrage/Aspect of the Bestial and Concentration/Aspect of the Infernal

    It's not a whole lot different but it is more focused towards the Energy Projector power sets this way... the damage buff is stack based with the defense now and doesn't scale on stats while the defense does still... it could maybe even use one of the other defense types instead of a raw defense bonus instead too... With the form only buffing Elemental, Energy, and Ranged Crushing, it won't be a viable form for every power set any more but instead only really those located within the Energy Projector sets. Power Armor and Munitions might see some benefit too but not enough to justify using it over other forms; Power armor more-so than Munitions...

    I was wondering when an IWIN form would be suggested again with dodge gear getting fixed.
    Champions Online player since September of 2008, forumite since February of 2008.

    Got kinda sidetracked after I initially posted this.

    My intention for this, and I should've specified, is that the cost increase multiplier should be applied after all cost reduction to the base power from Int and gear. I think that should be possible with the current engine, though I may be mistaken.

    As for the Defense numbers, I was going off of the Defense added by Locus, which I think would end up being about two stacks worth of mid-Con Defiance at full End. My math may have been wrong there.

    What I was going for was something that, if you don't have at least a partial investment in End (or a lot of Rec with the spec that boosts the max energy it gives), you wouldn't be able to make practical use of this beyond rank 1. I don't think the numbers in the original suggestion are sufficient to do that, though.

    My original thought was trying to address the issues of there being no toggle scaled on End, no damage toggle for the Energy Projector set, and nothing that makes having really high maximum Endurance worth having. I didn't want to outright limit it to just working with Energy Projector powers, but it might need it.

    Perhaps splitting this into a more standard Form-type toggle and an On-Next-Hit that drastically increases the cost and damage of your next attack would be more feasible.
