Nighthawk brought with him a whole host of vigilante powers, which as a side note I think would warrant their own power set, rather than being split between gadgets and martial arts. Regardless, I think the last piece of the puzzle would be incorporating some cape powers for crowd control.
For example:
Cape Flourish Tap
Spins a cape around your hero, stunning all enemies in a 10-foot radius. +4 sec stun
+15 sec snare
Possible advantages: Add a fear to the cape flourish, add an on-next-hit buff, or a debuff to targets effected.
Cape Grab Click
Throws a length of cape out to your target and pulls them to you.
150 Crushing damage
Knocks the target towards you
Possible advantages: Add a stun or snare component to the grab, or "overthrow" the target well behind your character.
Microfilament Cape Maintain
Your cape is now reinforced and can be used to shield yourself from harm. +250% Resistance to all damage
Possible advantages: Can reflect all physical damage back to attackers, or add a stealth component.
Hide in Plain Sight Charge
Wrap your cape around you to melt into the shadows Places you into stealth after short charge time
