Yes, back in April I didn't get mine on time. Sent in a support ticket, got a response to wait as there was an issue. By the end of the month I had my stipend. I also got an extra stipend.
May's date came and went and I sent in a ticket, they replied that since I had gotten an extra stipend, they were skipping May's and I should get one in June.
June's stipend was late. I sent an email in and they responded they were holding some stipends back because people had gotten extra stipends in April's snafu. I replied back with my ticket on May how it was explained I only had one extra stipend. I got my June stipend the next day.
My advice: Submit a support ticket, via the website or the email.

There are probably millions of accounts. They haven't got a magic tool that finds and fixes errors for them, so you need to let them know if something is wrong.

My girlfriend upgraded to Gold for the first time ever last week (so there's no way she got an extra stipend ever before). Not only has she not received her stipend, but her credit card hasn't been charged yet. Her available credit has been reduced by the amount of the three month special that just ended, so there's a pending charge, but ad I said - it's over a week old, and not posted yet.
Hopefully this isn't a recurrence of that last billing nightmare.

My hypothesis is that the stipend might be based on actual playing consistency - if you play the game every day for a month, supposedly then you'll get your stipend on time, but if you take a break, then the stipend is skipped, or withheld to a later period until you've cumulatively played for up to a month's time.
More likely is that the timing system's just ****ed, though.
I got one of the stipends today, which still leaves another 500Z missing. I have no idea whether they skipped a month or whether this was for the previous month.
I signed up for 3 months of gold time on July 4th. I got a stipend the week I signed up, but now It's been almost 3 weeks past due for my next stipend. Not that I care, I bought all the things I wanted from costumes anyway, but it would be nice to know that they care enough to keep up with a 5 dollar stipend.

Read my post above, follow the advice. Contact support. I'm seriously considering making it my sig. I was having problems with Zen stipend delivery since April. Each time I had a problem, I contacted support and got a timely response and resolution.
Also just want to note, my August stipend... was on time! \o/

half of this summer I didn't get jack diddly Zen wise, but I noticed other things, like a free random character slot, or a retcon, Its not always zen it seems.
some people got a double dose in may when they were trying to fix aprils. Those people would have got none in June. It even said in the news about this in april that anyone getting a double dose would not have any in the next month.
I emailed and pointed out the thread in april to them. They fixed it.
