Therakiel's lair can only be entered once, other lairs are repeatable, why is this the only one that is not, you kinda have a few perks that require such a thing, such as Stolen Kisses.
You aren't thinking of the mission to drain magic energy from Therakiel at the end of the Apocalypse, are you? That is a one time only mission, but it isn't the lair.
I've met a few people who claim to run TT daily. I doubt they're getting a new character to 40 daily.

Yep... The mission Apocalypse Aversion! by Robert Calliburn is the lair, but you don't really need it, afaik, you can just walk into the High Apostolic Church's front door.
That mission locks the Apocalypse and unlocks Viibora Bay when its complete.
If you really really like going to that temple, just don't complete the mission.
I've not completed it on like 20 characters, not for the temple though, then I move
the characters to Vibora Bay through the "At the mall alert" powerhouse.
Then after two weeks of logging in to 4 to 8 players in Vibora Bay at time I went back to Millennium City.
You can also go back into the temple without the mission if your team mate has the mission.
Of course finding another player in the Apocalypse might be a long wait.

I think you confused the mission. You're thinking about the final mission in the Vibora Bay Crisis , but that's a different mission. The mission I linked does not belong ot the Vibora Bay Crisis; Robert Caliburn may give it you after you unlocked Vibora Bay and it basically is "do Therakiel's lair".
PS: Looked it up for reference. The Vibora Bay Crisis is called "Vibora Bay Apocalypse", thus the confusion. The final mission in the crisis is: A Blast to the PastThe mission Apocalypse Aversion! is not part of the Vibora Bay Apocalypse, it is Therakiel's Lair.
