Okay. With Starbases now in STO, maybe it's time to at least brainstorm some ideas for CO SG bases. Here are mine.
Note that this has been revised over the first draft, due to feedback from helpful sources. Unfortunately some of those sources pointed out how limited art resources were, so, with great sadness, I scaled back a few of the more ambitious sections.

1. Prestige Levels
As in STO, there are five tiers of purchase for your superhero base, which your SG gets via experience. In Champions Online, these are called Prestige Levels, and are earned by experience. As each tier is purchased, more features are added to the SG base. A SG with a Prestige Level of four has a lot of features at their base.
2. Maximum Capacity
The maximum number of people in your SG base should be relatively high: at least 50. SG Bases are always accessible to any person in that SG group; in addition, a SG member of Leader rank or higher can place individuals or SGs on a Friends list in the Database; when a base is set to Open, any Friend can access the base.
3. Getting to Your Base
There are two ways of getting to your base:
1. Take the SG base option in the Hideouts Menu. This brings you to a menu of available SG bases you can
enter, with your SG base at the top. Clicking moves you to the interior entrance of the base.
2. When you have a Teleporter, someone can use it to bring you directly into the base.
4. Interior Styles
For the most part all rooms have one basic set for each interior style and a few decor pieces that you can switch. You can get one interior style, and purchase the others if you feel like mixing and matching. The Interior styles are:
Modern: A relatively tidy base, decent amenities, modern comforts, but not overly fancy.
Futuristic: Something appropriate for very high-tech SGs.
Gothic: A SG base with many of the trappings of the Sanctum hideout.
Other possible styles are listed in the options section at the end of the document.
5. Rooms
Each HQ has five rooms. (Thus for the three interior styles and five rooms, there'll be fifteen rooms, though the Danger Room can probably remain the same for all three interior styles, bringing us down to a total of thirteen environments that will need to be constructed for launch).
1. Entry Hall/Teleporter
2. Meeting Room/Classroom
3. Social Room
4. Danger Room.
5. Vehicle Bay.
After SG base launch, depending on available art resources, some additional interior rooms may become
available for purchase as a Group Project (see Device Crafter):
5. Security Room (includes a console to observe the other rooms in the base and a cell).
6. Gallery/Observation Deck (a place with a view of the outside)
7. Gymnasium (a boxing ring and some weights or a martial arts dojo, taken from environments already built)
8. Garden/Arboreum. Just a nice place to relax.
9. Banner Room (if Raids are instituted in game, this will be where the Team Banner is kept).
10. Trophy Room. A larger room for your trophies, including a display gallery for weapons unlocked during missions (when we get SG missions, we might include Trophy object drops). Also includes a Wall of Remembrance, where a SG leader can place pictures of departed members (taken from a comic book cover file and set on a backdrop of various colors) and leave readable comments.
11. Computer Room. A giant computer with hologram face options and voice messages (in male, female, tenor robotic and baritone robotic voice styles) that accompany access commands for missions: ("Heroes we have a crisis!"). Should be damagable in Raids.
12. Alien Zoo. A real wish list feature, probably never to be realized, at least until we do a space zone. Should include the capacity to release animals from their cages and return them to confinement when defeated.
B. FEATURES
There are prestige level ranks for SGs. As a group earns more prestige levels, new features are added.
(Note: It should be really easy to get your SG to Tier 2, and not THAT hard to reach Tier 4.)

2. Feature Descriptions
a) Entry Hall
This allows you to exit and enter the base. Choose between door, high tech door, and secret bookshelf for the entrance. The Entry Hall includes: Trophy Case, SG Data Bank, and SG Bank Access and (at Prestige Level 1, a working Teleporter).
i. Trophy Case: Includes a space for a plaque for every lair in the game. To win the plaque, complete the Lair with five SG members on the team. Plaques are silver, but gold if the Lair is Elite.
There are also spaces for the icons of up to five other SG groups you defeat in PVP challenges.
ii. SG Database: There is a database containing a list of members, including data on when they joined the team, rank, level, AT/Freeform, and a Note editable by the player; as well as a selection for Group Ethos/Rules, and Group History, both editable only by those of Leader rank.
There's also a List of Friends (who may access the Base when it is set to Open), an Ignore list (people who may not enter the base). Friends, and Ignore Lists may be manipulated by any SG of Leader rank or better at any time. Putting someone on Ignore immediately ejects them from the base.
There's a Perks section, listing group projects achieved (and any C-store or Q-store discounts purchased).
There's also a Calendar with an Event scheduler: once per week only, the leader of an RP/Social SG may flag the event as one which will get them experience. They may also reserve an available slot in any Powerhouse Theater schedule, in a one hour block. No SG may schedule the same PH theater for the same time that another has reserved it.
There's a list of three Toggles: PVP (Dueling is either enabled or disabled), Challenge (you are ready to accept a PVP challenge from another team) and Closed/Open (when Closed, no one but SG members may enter the base, when Open, Friends may also enter the base).
iii. SG Bank:As per the current SG Bank.
At the highest prestige level, the SG bank is expanded to include a Q-bank: the ability to deposit and withdraw Unprocessed Questionite for distribution among members. In addition, an SG will earn 10 Unprocessed Questionite for every XP they would have earned through Activities; this gives incentives for a SG that's obtained the highest rank to keep working together.
iv. Teleporter:
At Prestige Level 2, you gain an SG teleporter. This will instantly transport your team to any zone, or bring any SG or Friendly into the base. It functions in a similar fashion as bringing people into a Hideout.

b) SG Meeting Room
This is a place for team members to have meetings and briefings, with a table that seats 12. It has the team logo on the Table, and the SG Crime Computer in the corner.
i. SG Crime Computer:
The SG Crime computer can be used for four functions:
1. It can access any Rescue A Citizen mission and queue it for the team.
2. It can form team queues to do Alerts, Lairs, and Challenges. If a queue is formed here, successful teams can earn SG team experience:
3. The SG crime computer can link two teams together, so a full squad of 10 SG members can do a Rampage Alert together!
4. At Prestige Level 4, the crime computer gains the additional ability to serve as a SG Nemesis Terminal.
SG Nemesis Terminal:
The highest tier allows you to create a SG Nemesis for the group (as per the current Nemesis creator), then set him for a number of heroes he's expected to fight (up to 10), set him for a difficulty, and then select one of the following environments for him.
Downtown (The PH Arena MC map)
Volcano Day (The PH Arena Andrith map)
Mad Scientist Lair (Use the old invention store)
Seedy Warehouse (Use the old Munitions store)
Arcanum Lab (Use the Great Beast Bookstore map)
Mystic Plane (Use the Hi Pan Alert map)
Qliphoth (Use a section of the Aftershock map).
Multifaria (Use a section of the Resistance map).
Dark Forest (Use a section of the Lynx's Fold map).
Missions may be set to Lock Out/No Lock Out as well as TP Abled/Disabled
When SG nemesis missions are put in game, this will be the place to access them.
ii. Classroom
In the briefing room, when the Classroom improvement has been earned, an option will appear near a briefing screen that gives an SG member in the area an option to train others in his/her crafting skill. Every 5 minutes, a person can give a lesson. The lesson takes 20 seconds; anyone with the same skill at a lower level has a (Teacher Skill - Student Skill)/(4-Rank) chance of advancing +1% in that skill.
Also: A team of Leader rank and Level 40 can also spend 20 seconds teaching a Teamwork lesson. This gives every SG member on his team an earned experience bonus (as long as they remain on his team). This bonus is:
Only one Classroom team bonus may be active at a time.
iii. Device Crafter:
This device has two functions (1) Item Crafting and (2) Group Projects.
1. Item Crafting
Any item crafted here has an additional chance of success: the bonus is equal to the crafting bonuses that are gained at a Hideout (when that feature is enabled).
2. Group Projects
You get to make nifty things. See Group Projects, below.
iv. Questionite Locater:
At the highest prestige level, there's a computer terminal with a global map. Using this device gives the user a +5% bonus on all Q rewards, lasting one hour.
c) SG Social Room
This is a big hall for SG gatherings.
It will include a bar, an option for a large central object (fountain, rock, tree, heroic statue or none), a toggle for dining tables/no dining tables, and floor surface (wood, tile, marble, concrete, or dirt/grass).
There are also festive Trappings that can be set in the room (basically, easily switched decor pieces that line the walls and are fitted on the edges of the room). These include: Wedding, Funeral, Birthday, Halloween, Christmas, Heroic (hero statues), Disco, Shrubbery, and None.
There will also be a selection of music that can play in this room, adjustable by any SG member of Leader rank or higher.
d) SG Danger Room
This is a version of the PH Battlestation. You can set it for various mobs for a training exercise.
i. Team Enemy
In addition, you can also select one villain (from a list of those available from alerts) as a Team Enemy. You may train against that villain.
An additional team enemy is added with every Prestige Level, so you will have up to four villains at Prestige Level 5. At Prestige Level 3 and 4, you also gain Nemesii slot: any active SG member's nemesis may loaded into those slots. One chosen, a villain cannot be removed from the databank, though a new nemesis may be loaded and removed into either of the two nemesis slots.
ii. Gauntlet Runs
At Prestige Level 2, you get to run a Gauntlet run. In the gauntlet run, you have to clear ten waves of different types of enemies in less than five minutes. Succeed and you gain a buff to Damage, Defense, Energy, or Heals (your choice) that lasts an hour! Only one Team buff may be active on an individual at a time. The buff increases depending on the Prestige Level your SG has achieved:
Also, a record will be kept of the team members who complete the Gauntlet in the shortest time. Break the record for an additional +5% bonus. Break the record for ALL SG groups and you get on a Leader board (when they become available) and earn 20000 bonus Questionite for you and 50,000 Questionite for your SG's Q-bank!
iii. Weapon Emplacements
At prestige Level 3, your danger room can be set to include weapon emplacements, allowing you take the battle against emplaced weapons.
iv. Team Ups and Triple Threats!
At prestige Level 3, you can create Team-Up exercises where you face two of your Team Enemies working together. At prestige Level 4, you can create Triple Threat exercises where three Team Enemies (and their minions) join forces against you.
Team Vehicle Bay
This is a big area with a team jet (color selectable by team leader, with your team logo on the side). Team Vehicle content should be accessed here. You get a +1 bonus per SG member on your team to your Offense, Defense, or Healing, depending on the type of vehicle you're piloting.
Any team vehicle that is purchased here is displated, you can craft vehicles here (depending on the Vehicle system) with team logos and small, permanent bonuses in combat.
C. EXPERIENCE
In order to go up in Prestige, the SG have to perform various activities together. Activities are scheduled at the SG Crime Computer.
Alerts:
Smash or Burst Alert: +1 XP/SG member on the team. (Maximum 3/day).
Grab Alert: +2 XP/SG member on the team (Maximum 3/day)
Special Alert: +3 XP/SG member on the team (Maximum 1/day)
Rampage Alert: +3 XP/SG member on the team (Maximum 1/day; however, 2 teams can be linked and form a 10 person queue here!)
Help a Citizen/Lair:
Level 1-20: +1 XP/SG member on the team (Maximum 1/day)
Level 21-35: +2 XP/SG member on the team (Maximum 1/day)
Level 36-40: +3 XP/SG member on the team (Maximum 1/day)
SG Challenge
+5 points for issuing a Challenge.
+10 points for winning a Challenge, -5 for losing (Maximum 5/day)
D. SG CHALLENGE
If you are a PVP guild, you may send out a Challenge to any other SG that has a Challenge flag active. This initializes a challenge to take place on one of the PVP arena maps (the challenged party gets to choose) to take place in 15 minutes' time. The winner of the challenge gets the other team's emblem to display in their trophy case for 24 hours. The losing team cannot answer a challenge for24 hoirs.
E. GROUP PROJECTS
Members can disassemble items and place them into the SG projects fund. This can be used to buy a 50% discount for all SG members on certain items in the C-Store and Q-store!
The number of Project Points are:
Green: x1
Blue: x5
Purple x10
In addition, every Group experience point earned adds one Project point to the pool.
When certain plateaus are reached, a SG member of rank Leader or higher can purchase one of the following:
2000: Team Teleport Device (1 use) may be crafted. Consumable.
4000: Heroic Rally Device. All SG members on a team are healed to full heath and energy. Consumable
6000: Miraculous Comeback device. All SG members on a team are healed to full health and energy AND the dead are resurrected. Consumable.
8000: Team Mascot. Permanent SK device, only usable by a member of the SG.
10000: Team Colors: 25% C-store or Q-store discount on one designated costume set for all SG members.
10000: Danger Room Weapon Upgrade (see Danger Room).
12000: Team Travel Mode: 25% C-store or Q-store discount on one designated travel power for all SG members.
14000: Team Secret Form: 25% C-store discount on one designated Become device for all SG members
16000: Team Hidden Network: 25% C-store discount on one Hideout type for all SG members.
18000: New interior rooms can be purchased, as they become available. Also, additional Social Rooms for really big SGs.
20000: Team Vehicle, a vehicle with bitchin' bonuses, from a list of cool rides!
For additional store discounts, a project may be repeated, the second iteration improves the discount to 50% (the maximum). New devices and items do not become available as projects until one month after they're offered in C-store.
Purchased items appear in an available slot in the SG bank. Discounts appear in the Perks description of the SG database.
F. FEATURES ADDED OVER TIME
Because of limitations of art resources, some things would have to be delayed until well after launch,
1. Exteriors
STO starbases have exteriors. I figure we should too, at least eventually.
There should be an external view of your base, with various tiers added on as you advance, a team symbol you can display on the bottom tier, and a selection of statues for the top of the dome which you will get when you buy a tier 5 base, and a choice of materials for the exterior: wood, brick, marble, limestone, steel. Hopefully these will be enough to give it some variation and make them look unique.
The first ones will probably just be in the city to start, with the possibility to add different environments later. A space base when we add a space content endgame would be a nice tie-in.
2. New Interior Types
A SG gets to choose an Interior style and purchase the other ones after launch. In addition to the three interior styles at launch, more can be added after launch:
Funhouse: For your silly SGs. As much fun as shooting a barrel of monkeys.
Warehouse: For your grungy alliances of vigilantes.
Satellite: Similar to the futuristic one, but with an additional Observatory room and a view of the earth.
Underwater: Similar to satellite, but with underwater views.
Mansion: For the SG with a lot of money, similar to the modern one, but more posh and a variety of views.
Bunkhouse: Similar to the warehouse, but cleaner.
Asian Garden: For more Eastern flavored teams.
3. Raids
Okay PVP fans. This is what you've been waiting for. You get to raid other SG's bases.
When this is instituted, there will be a few changes in the SG base system:
First, a Banner room will be added to the SG base, added to the end of a Danger Room.
Second, an Enemies tab will be added to the team Social tab. This is NOT an Ignore, but rather, a designation of those groups you PVP with. Each day, you may challenge one SG to a Raid. If that team is available to Raid, then an option goes out to all SG members of Leader rank or higher asking if they accept the Raid. If they accept, an Alert goes out to all SG members stating their base is about to be attacked. Five minutes after the Alert is signalled, the base become open to all members on that SG's Friends and Enemies list.
The purpose of the Raid is to raid the team banner .Get to the banner, spend ten seconds uninterrupted to take it. If the SG you raided was of equal prestige rank to you or better, your SG gets an experience reward for the Raid and their icon is displayed in your trophy case (with a mouseover to tell you whom you've beaten!)
If your banner has been captured, all group experience is halved. You automatically regain the banner after seven days, or if you launch a successful raid of the SG that captured your banner, or if their SG leader turns down your challenge (after a 24 hour gloating period).
SG Definitions
As option, you can define the function of your SG and get bonus XP points for activities associated with it.
1. Lair Raid Guild
Your SG gets additional XP for running Lairs:
+5 XP for completing a Lair run with 5 SG members.
2. Cosmic Raid Guild
Your SG gets additional XP for beating a Cosmic . You may raid once per day, and must select the cosmic.
Level 1-20: +1 XP/SG member on the team (Maximum 1/day)
Level 21-35: +2 XP/SG member on the team (Maximum 1/day)
Level 36-40: +3 XP/SG member on the team (Maximum 1/day)
3. RP/Social Guild
+50 XP for scheduling an Open event that draws 11+ players into your base, or a Powerhouse Theater. (1/week)
4. PVP Guild
+2 XP/SG member on the team for a successful Challenge
+2 XP/SG member on the team for a successful Raid
5. Vehicle Guild
Hey, you're the Blackhawks! Or a Sentai team! You get bonuses for Vehicle content similar to ones listed earlier.
Good ideas and basis. Would be nice to have something that is a group activity to work for, and the SG bases in COH were always good for that. Though, personally, I would like them to be customizable in look as well, and a bit more than standard hideouts, and not just one generic look.

I would certainly get down with this as long as it was further supported after the initial release of SG bases. Not like regular hideouts. It could be worked on as much as custom Alerts are and release new stuff every month.
I would like to see a physical representation in game of said base as well. Nothing as grand as the Champions building, but given the type of base, there should be some form of locale in each map.
Maybe a helicarrier over the water in millenium city? An artic stronghold in canada? a Bubble dome in lemuria? There are so many possibilities, and i think COH didn't do i t justice by just adding a teleport pad to each zone. Sure, you should be able to zone to any where from your SG base, either by TP or vehicle, but i'd rather see some representation of the base it's self.

I love the ideas Thundrax and everyone involved. I just wish I could have faith in cryptic to make them as cool as presented here. However I fear they will be bigger hideouts with limited functionality.
as long as raids are entirely optional, i see no problem with them. reflavor it as a friendly training exercise between two like-minded groups that wish to test their mettle, and it's all good.
if your sg doesn't pvp, no need to raise your challenge flag.
it might be a fun way to get more people intersted in pvp.
what I am mostly worried about is the same thing happening in CO that did in STO- small guilds suffer due to the fact the more developed groups have better stuff, they leave, no new SG's. as the leader of a small new sg that would be my worst nightmare.
As a long time guild member/officer/leader here. I would call it well worth the price, small guilds don't last long here anyway unless is a guild of 'freinds'

As a long time guild member/officer/leader here. I would call it well worth the price, small guilds don't last long here anyway unless is a guild of 'freinds'
Similar setups with rewards for larger Guilds worked just fine in WoW, it actually encouraged people to band together in ways that they might not have in the past. Some of the already existing SGs in Champs I'm sure will become more selective about who they allow in, but that holds true even today without incentives.
Honestly I agree with encouraging new and returning players to remain with the game, and this might be a really good way to do it!

Before implementing fancy ideas of what SG bases might be and do, I'd prefer if there were SG bases in the first place. Make a guild leader or officer be able to declare a hideout as SG base, giving any guild member, optionally from a certain rank on, access at any time and add the guild bank to the terminal.
This would already give the guild a private location for internal costume contest, a place were folks could gather to work on their costumes. The next logical step from there on would be gateways to Unity, the power house and a direct portal gateway to all primary zones, as well as some social venues, such as the Dojo in Vibora Bay, the Boxing Ring in Millenium City, the Minefield Club etc, the Unity Platform, storylines such as Whiteout or Demonflame, so you can gather in the SG base to directly go there.

but I did skim, and it seems like the OP has a pretty good head on their shoulders to develop ALL OF THAT for a SG Base idea. Well written, and sounds like a good idea!
This is Champions. The -Super- Role-Playing Game brought to MMO's. That there are no superbases in this MMORPG is rather sad. They have been a staple of the tabletop RPG since at least 3rd Edition, back in the late 80's. But, we don't have them in the MMO version?
Please, Cryptic, may we have superbases added to the game?

Another bonus would be to tie SG exp gain with Foundry made mission completion when it comes out.
Except for the raids. Since we have no playable villains. And why should one Super Group attack another's base?

it might be a fun way to get more people intersted in pvp.

As a long time guild member/officer/leader here. I would call it well worth the price, small guilds don't last long here anyway unless is a guild of 'freinds'

Similar setups with rewards for larger Guilds worked just fine in WoW, it actually encouraged people to band together in ways that they might not have in the past. Some of the already existing SGs in Champs I'm sure will become more selective about who they allow in, but that holds true even today without incentives.
Honestly I agree with encouraging new and returning players to remain with the game, and this might be a really good way to do it!

This would already give the guild a private location for internal costume contest, a place were folks could gather to work on their costumes. The next logical step from there on would be gateways to Unity, the power house and a direct portal gateway to all primary zones, as well as some social venues, such as the Dojo in Vibora Bay, the Boxing Ring in Millenium City, the Minefield Club etc, the Unity Platform, storylines such as Whiteout or Demonflame, so you can gather in the SG base to directly go there.

I want real bases like we had in CoH, not bigger hideouts with extrememly limited customization.
Hideouts were great for what they were. But when it comes to bases I want it done right.
but I did skim, and it seems like the OP has a pretty good head on their shoulders to develop ALL OF THAT for a SG Base idea. Well written, and sounds like a good idea!
