Champions needs to put in a Villain story, if nothing else to add more story content and get new players, a lot like City of Heroes did and it would also get a few of you refugee CoH Villains to play more as well.
Hmm....maybe not players, but instead of alerts, legendary skull-leveled villains actually appearing IN CIVIL AREAS and heroes needing to fight them off, gaining alert-level rewards once they're defeated. Skull levels to prevent them from one-hitting low level players and give said players a shot at actually fighting them off. Also they need to be buffed to cosmic level and given vehicle damage resistance to prevent what happened during Bloodmoon.
The issue is, besides Cryptic being outsourced across 3 (Currently mediocre) games, is that a successful villain always needs to be active, as in planning their own plots, not taking missions from higher villains, this is really hard to support in an MMO game, heck, its even hard in a console game. If you go by a quest system for a villain, then the player ends up as a pseudo-henchman for the quest giving villains.
That's where quality writing comes in. Or a fffooouuunnnnndrrrryyyy...
