    Resurgent Reiki is only really useful if you have high Dodge... which, admittedly, you may be able to get with just gear and specializations, now.

    Overdrive only runs on Maintains, which it looks like Avalanche may be the only one... of course, I imagine it's also a core power that gets used a lot, so that may be fine.

    My own ice (and fire) character happens to also be named Celsius --- one of my few male characters --- and I have switched his build around SO many times. I just can NOT get a comfortable handle on ice powers. They also bloom a bit too much for my tastes. I notice you're staying away from the ice structures for the most part --- that may be my problem, trying to fit them in...

    I agree that the "Create Ice objects and Shatter them" schtick of the Ice powerset feels like it takes too much setup for the payoff, so my Ice toon is based on Ice Blast spam and Avalanche (with a dash of Frost Breath to instant apply Chills). I would also recommend saving up for an Ice Grenade device if you can, they are SOOOO worth it.

    I've pined for a good ice build since it was one of my favorite sets in CoX. I still can't wrap my mind around just what the devs intended with ice in this game though. I think the set is quite serviceable since there is the wind set as well, one can still stay in theme and have a bit more room to toy around.
