As a way of providing an alternate leveling path to the Westside arc, consider opening up Vibora Bay (the Queen's City) early on. Keep the current story arc involving Black Mask, Guy Sweetland's Dogz, and the Gemini Gang as is, but introduce new content from levels 6 to 14 in a manner similar to the Westside Arc. In general, focus on the Weston Tangle for this new low-level content. Some possibilities:
Contacts:
* Amphibian. His story arc would be a good way to introduce a few more underwater missions to the game (in the bay itself), and could be used to set up backstory for his future visit to Lemuria (as outlined in the Lemuria Zone).
* Brother Thunder and Sister Rain. Their story arcs would most naturally feature the Sovereign Sons.
* Dr. Ka. Feature more of who he is and who his foes are: for instance, his mission chain could feature Anubis.
* Juryrig. His story arc would involve driving VIPER out of Vibora Bay once and for all.
Overall story arc: help take down Clark Robinson's Big Picture alliance of street gangs (the Money Kings, the 22nd Avenue Playas, the Cobras, and the Imperial Posse) and assorted menaces (such as VIPER) that were home to Vibora Bay before the rise to power of Therakiel, the Trey Kings, the Dogz, and the like.
You could also add some more content to the rest of the city when the players return to deal with Black Mask's story arc; Dr. Ka could once again be a contact (the location of his brownstone makes it ideally suited to missions on both ends of town), and Redsnake could provide a few more missions than merely keeping zombies from being shipped into the city: say, something featuring Guy Sweetland and his connection to the Dogz (possibly showcasing his takeover of the streetgang). You could open up the northern part of the city as well, to feature a struggle between the Convocation of the High Apostolic Church and DEMON.
Yeah .. that would all be so much better than just these temporary alert stuff.

Smart as Cryptic is these days with development they will maybe give us a new VB Starter Area as an totally exciting special event only available from April 1. to April 1. :eek:
Yeah, I wish they'd stop doing that. This game has enough problems with content as is without them removing any new stuff they make after only a couple of weeks.
There are already a load of hidden stories in Queen City just waiting to see the light of day.
Have you noticed for example in QC that the Dogz are human or just plain dogs instead of the permanent werewolves they later become? The Sovereign Sons are also human in QC instead of the alligators some of them become in VB proper.
So what about the other gangs? It's specifically mentioned by the Trismegus contact in VB proper that the Trey Kings weren't always horrors. What were they like before? The same goes for the New Shadows. Could they have started life as a gang of Goths led by Clark Robinson until Vlad started poking his evil nose in?
The Trismegistus council are confined to their HQ in VB proper whereas in Apocalypse they seem to have had the run of Weston Tangle and the Apostolic Church judging by the scattering of their corpses. They could be present in QC too, maybe reinforcing the Witchcraft link. Set them free!
Redsnake just appears out of the blue in the Apocalypse, with the sole purpose of eventually being found dead. Maybe he should have a history to give us a bit more empathy with him. I always find Redsnake missions very light on detail and purpose: "There's this vampire called Bocchieri. Go and check him out". Yeah, sure Red, anything else while I'm there?
Just push the invisible barriers back a little to make room for all the content and you'd have a rewarding diversion that could last 2-3 levels.
