    A few things:

    why PRE as a PSS? If the hero is meant to be a tank I would go with CON primary.

    Otherwise, if you took PRE for the bonus to the shields, then you definitely need Compassion over Concentration. Compassion boosts healing and shields as well as damage to a minor degree. Moreover it scales off PRE, so you maximise it. And to complement Compassion getting Sentinel Aura is a must.

    Getting both INT and REC as SSS seems a bit overkill... I might suggest swapping either for DEX or CON. EGO for damage can be easily obtained using gear, the optimal point before diminishing returns is 70 EGO at lvl 40 if I remember correctly.
    For talents I would add a bit of END to get more energy.

    Unbreakable is worse than Masterful Dodge, swapping them saves you 4 advantage points.

    My two cents below ;) it is a survivable support. However, if you wanted an offensive build with a bit of survivability this is way off:

    Thank you for the feedback.

    I'd like to build a ranged damage dealer who is quite hard to kill and who can offer modest support capabilities. She's an "ice mage" who uses ice as her shield (hence invulnerability), as well as her sword.

    Int, Pre, and Dex make good sense for her theme, as superstats.

    Given the last build I would drop PRE in favor of CON (survivability) or EGO (damage). The only power that scales with PRE is Bionic Shielding... the rest seems good!

    Here's the build I'll run with and I'll and see how it goes.

    The summons isn't necessary, but another heal over time and a recharge refresh looks tasty. This character should have plenty of energy and will mostly solo, as well, and so a rank 3 shield seems more attractive than force sheath and challenging strikes.

    I'm letting theme take priority over mechanics in choosing the three superstats (an intelligent and agile, but wispy thin mage). Still, I appreciate the feedback. It was quite helpful and thank you for taking the time to reply.
