I am a returning player after several years. I don't see a way to play the Desert and the Canadian Wilderness areas anymore. I don't really remember things too well though, did I just miss something? I thought the choice to enter in either of those two was after the tutorial, but I could be wrong. I liked those places.

Those are level locked, I believe level 15? The selections to go to those zones will automatically appear when you are the appropriate level and near the super jet.

Correct. At 15 you should get Canada, I think a mission from Defender sends you to the Helicopter, otherwise I think you can go there yourself, then Canada Crisis will unlock Canada.
I think the Desert crisis is via Socrates, but I'm not sure.
I do know that if you level sufficiently high, you get access to the criseses and the actual zones even if you haven't gotten the mission yet.
Since you're new, I'll also mention that Vibora Bay opens up initially at level 25, as the pre-crisis Zone called the Queen City accessible by a contact in Canada, which upon completing the mission chain is like any crisis and becomes inaccessible (I advise not finishing it so you have a pretty version of Vibora to mess about in and use for RP), then around your thirties you should get a mission from somewhere to do the proper Vibora crisis, and thn once that's done, there's the Vibora Zone proper.
Just thought I'd mention the three seperate versions of Vibora which exist as Zones because it boggled my brain when I started.

Your memory isn't faulty, back when F2P was being developed, one of the big changes was a swapping of the level ranges for Westside in MC with those of Canada and the Desert.
Vanilla Champions ONline launched with tutorial taking a player to level 6, then a player selecting Desert or Canada Crisis [Or using a little known method to do both crises], and then playing n Desert and / or Canada to about lvl 15, then heading back to Westside to begin adventuring extensively in Millennium City.
Now, you do Westside right after the tutorial, and then at lvl 15 you choose or do both Canada and Desert and their crisis missions.
1. Whiteout and Canada Crisis: my first ever toon did Whiteout and I was convinced I was doing the crisis. I realized too late that they were two different things and I could no longer do the crisis mission.
2. The Socrates mission "Imported from Canada" has nothing to do with Canada
3. Canada Crisis is also called Canadian Conundrum
4. Desert Crisis is also called Desert Disaster or Going Green
5. AS if that wasn't enough, the desert destination on some of the jet pads is called Project Greenskin
6. Vibora bay: The Queen City. I had no idea the real VB was coming later. You are able to return to VB Queen City version for some time after you have completed it but only from certain jet pads (MC is not one of them). Then this access disappears at about level 30

I really wish they had retained the variety that doing the crises early on gave the game. Now it's the same old trudge through the same old Millennium City until nearly level 15. And that's fine and everything, streamlines it for newcomers who don't understand I suppose...but when you're getting your 20th alt through, it's not so much fun to have no possible different way to do much of anything until level 15.
I also really miss that event in the Canada crisis. Trying to detect zombies and then having to fight off a huge crowd of them was really fun. I don't know for the life of me why they got rid of that. Everyone I know loved it.

Thats not totally correct .. they only swapped the Desert to 15 first. Canada was still playable with level 6, and i always prefered Canada. But with On Alert they also changed Canada to level 15
