Craig Zinkievich, the COO of Cryptic speaking at Social and Online Games Summit about user generated content.

The things we need to draw Dev attention to is what Craig says at 44:50-
He's answering a question about the cost vs benefit of UGC or a Foundry.
Basically he's saying that the 200 plus hours of 5 star, max rated content*, was worth the cost in so much as this amount of content couldn't have been created for the same price/time as the Foundry cost them to make possible.
In short; The Foundry would literally be worth more than any other type of content they could make.
*Never mind potentially larger amounts of worthwhile 4 start content. This is in part because he assumes that Cryptic generated content is equal to 5 stars, which he freely admits players wouldn't necessarily rate so high all the time.

As a players of superhuman game, linked to a classic role-playing game you will have people used to running and plotting superhuman scenarios as well as people who got into computers via the educational boost such mathematics-rich and creativity-rich games provided.
Also because CO is not linked to a specific, heavily marketed superhuman universe there will not be too many people trying to do countless "how Wolverine got his claws" or "Jason Todd: the real story" missions.

The game's stable enough, but we need more content. The devs may not have time to handle content creation on top of everything, so the Foundry's the perfect answer.
Let the community make the content, you guys can then go back to the things that make money. Powersets, archetypes, and ugh, lockboxes.

Should be a nice wake up call to people who think this is a solution.
I would be very interested in seeing the results of this.
I have frequently wondered if the people most inclined to use the foundry might be the very people most likely to be, at least somewhat, satisfied without it. In other words, would the foundry be increasing the value of the game for those who already consider the game of sufficient value or would it be adding value to entice those who are not currently paying/playing to do so ?

Give us the assets, and the means to set up story lines, with NPCs talking in instances both outdoor and indoor themed, and your playerbase will create amazing things.
How do I know this? Other games.
A EA evolution game I used to play (the forums still censor other games, right?) had a mission creator in an expansion pack. While most submissions were rubbish, there were some golden ones that were amazing.
A game about a scientist saving the world from oppressive Sliders and an alien invasion that will never be a trilogy by Valve? I have seen the most brilliant stories told via mods.
A certain game about mining and crafting? Adventure maps. Oh, sweet, sweet, adventure maps.
The point is, if we have the tools, we will create. We will create arcs, stories, even if all we have are the most basic room and entity options.
Because give a human tools...
And they'll either eat it, mate with it, or attempt to use it to start off something potentially amazing.
Or break it. Humans do that well too.
(Edit: also something I note is that there's very little CO fan-fiction accessible from my searching... We need to get writing our ideas for Foundry story lines down in narrative form, so even if it's not going to happen, the stories can still entertain...)
CO is the only game in which I actually desire UGC. I love my characters here. I want to run them through new stuff. A half an hour of new content every few months just doesn't cut it. I've read some of the stuff our community has to offer and it's pretty amazing. We have some very talented players here...
CO is the only game I feel truely needs UGC. And it's the only Cryptic game that doesn't have it...
If there is ever a Most Wasted Potential catagory in any MMO awards, CO wins it hands down...

Laws yes!
But they don't bug fix. All they (the one or two CO dedicated devs) do is bring out more short-lived missions and more lockboxes.
