Strike advertising partnerships with some companies this could apply to. Then offer items, for free, that are likenesses of commercial products. Track their usage and popularity, and relay the information to the advertiser. They pay you, your players benefit.
The Sims get a free Prius right now. You've gone so far overboard with wacky vehicles. Commercial partnerships would not only bring in more revenue, but would add a touch of realism.
If Chrysler wanted to advertise, you could implement a... Challenger or something. Fashions by Lacoste, Guess, Converse, Ray-Ban, etc. Re-model some downtown and westside features to be Subways, McDonalds - social areas, tourist towns, hotels, casinos (with playable games?) Maybe the next Batman movie would pay to place Batmobiles in the game as their advertising. Anything is possible! Have people pay you to place product or attractions in-game.
Maybe that would bring in enough commercial business to afford a dev team to take care of a slowly unraveling game that suffers more bugs every day. It really bothers me that this game is falling to pieces. Something needs to be done to preserve it.

Some businesses will jump at any opportunity to have market saturation, especially over rivals.
I recall my xbox 360 came with a video advertising various games and their was a particularly blatent camera shot of a racing game with a prominent "goarmy.com" ad on one of the cars. Of course the US military was co-funding Halo games at the time and had a big deal with microsoft.
With lower market share they might not be able to ask as much money but i'm pretty sure that if the price is right then coca cola would rather their logo was in the game instead of pepsi.
And let's face it, most MMO's are not of a genre that advertising can easily be inserted into. The present-day setting makes it possible. So the game being small may not actually be that much of a disincentive in what is otherwise an unavailable market.

Why so complicated? Just plaster the virtual billboards with Red Bull ads reminding gamers what can keep you going thorugh a marathon session (or the boredom of the next Harbinger fight)!

One thing to add: As far as advertising goes, if the price is right I'd gladly pay to have posters for my novels on a few bus stops in Millennium City for a couple of months. Or even featured in a bookstore window.

Ads for fake/gag products are fun for us, but RW product ads could add some revenue. And CO is one of the few PW games where it makes sense for an in-game billboard to sell Coke and stuff. Superheroes aside, it's Earth, even if is is an alternate universe, it does not preclude the existence of Tide.
